In order to accurately monitor the epidemic situation, effectively block the transmission channels of the epidemic situation, curb the spread of the epidemic situation in COVID-19, and ensure people's life safety and health, according to the provisions of relevant laws, regulations and documents, we decided to strengthen the epidemic prevention and control measures in primary medical institutions and pharmacies, and carry out COVID-19 screening report. The relevant matters are hereby notified as follows.

The first is to strengthen the prevention and control measures of medical institutions and pharmacies.

Temporarily close all individual clinics, including outpatient clinics, general clinics, Chinese medicine clinics, dental clinics and corporate health clinics.

Strictly implement the real-name registration system registration of drugs for treating fever and cough in retail pharmacies, and keep contact numbers or effective contact information. Consumers who refuse to provide personal information can refuse to sell.

Township hospitals and village clinics shall not treat patients with fever or patients with clear respiratory symptoms. If such patients are found, they should be registered well, and at the same time, according to the principle of territorial management, the township should quickly organize referral according to procedures.

Medical institutions above the second level strictly implement the Eight Measures for Epidemic Prevention and Control of Medical Institutions in Zibo. On the basis of routine examination, patients with fever were examined by CT, and samples were collected for novel coronavirus nucleic acid detection.

Second, carry out monitoring work in COVID-19.

Monitoring of primary medical institutions.

1. Establish a monitoring network system. Establish a three-level monitoring and reporting system for epidemic prevention and control in COVID-19 with county-level disease prevention and control institutions as the core and county hospitals, township hospitals and village clinics as the foundation. The primary monitoring points are undertaken by village clinics, the secondary monitoring points by township hospitals, which are responsible for confirming the information of primary monitoring points and determining referral units, and the tertiary monitoring points are undertaken by district hospitals and district disease prevention and control institutions, which are responsible for receiving, diagnosing, summarizing, analyzing and judging the monitoring situation within their respective jurisdictions.

2. Clarify the content and process of the report. The focus is on returning home and migrant workers. When the primary monitoring point finds that the patient has symptoms of respiratory infection such as fever and cough, as well as symptoms such as diarrhea and conjunctival congestion, it should immediately report to the secondary monitoring point within 1 hour; The secondary monitoring point completes the information confirmation within 1 hour, contacts the referral hospital and reports the situation; The third-level monitoring points complete the reception, diagnosis summary, analysis and judgment of the monitoring situation within their respective jurisdictions every day.

3. Implement zero reporting system. If there is no need to report information during monitoring, the system of zero daily report shall be implemented and reported step by step before 17:00 every day.

Pharmacy monitoring.

According to the principle of territorial management, each pharmacy will push the registration information of the day to the district and county market supervision departments twice a day, and the market supervision departments will push it to the district and county epidemic disposal headquarters after classification, and the headquarters will push it to the town according to classification, so as to follow up the registrants in time.

The monitoring and reporting system was started on February 12, and all districts and counties summarized the data every day before 12:00, and reported it to the epidemic prevention group of the office of the leading group for dealing with pneumonia in novel coronavirus before 17:00.

Three, village clinics, community health service stations to investigate the situation of patients.

2. The health bureaus of all districts and counties and the centers for disease control and prevention analyze the registration forms of patients in village clinics and community health service stations, implement one-person-one-policy for possible personnel, analyze, judge and track them one by one, and formulate and implement treatment plans for suspicious personnel in time.

3. From February 1 1, the village clinic made a pre-judgment on the patients, and immediately reported and referred the patients with fever, foreign personnel, confirmed and suspected case contacts.

All medical institutions and pharmacies within the jurisdiction of Zibo shall strictly implement these provisions, and those who conceal, omit or report late shall be strictly investigated for relevant responsibilities according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases and relevant laws and regulations.
