Chapter I General Provisions

In order to standardize the militia combat readiness, improve the militia combat readiness system, and ensure the completion of the militia combat readiness task, these Provisions are formulated in accordance with the relevant provisions of the Regulations on Militia Work and the Regulations on Military Combat Readiness.

Article 4

Under the leadership of the State Council and the Central Military Commission, the General Staff of the People's Liberation Army of China (hereinafter referred to as the General Staff) is responsible for the national militia combat readiness.

Military regions, provincial military regions (including garrison commands, the same below), military sub-regions (including garrison commands, the same below), people's armed forces departments and people's armed forces departments of townships (including ethnic townships and towns, the same below), streets, enterprises and institutions are responsible for the militia combat readiness work in their own regions and units.

Article 5

Local people's governments at all levels must strengthen their leadership over the militia's combat readiness work, and organize, coordinate and urge relevant units to do a good job in the militia's combat readiness work.

The relevant departments of local people's governments at various levels shall assist local military organs to carry out militia combat readiness work and solve related problems.

Enterprises and institutions shall, in accordance with the requirements of the local people's government and the local military organs, complete the militia combat readiness tasks of their own units.

Chapter II Combat Readiness Tasks

Article 6

The militia shall undertake the following combat readiness tasks:

(a) to participate in the joint defense of the military, police and civilians and on duty at the post, and to cooperate with the People's Liberation Army, the People's Armed Police and the People's Police in safeguarding the security of key areas in frontier defense, coastal defense and combat readiness;

(2) collecting intelligence;

(3) guarding important targets;

(four) to assist the troops in maintaining and managing national defense projects;

(five) to assist the people's police and the people's armed police to maintain social order;

(six) to participate in disaster relief;

(seven) other combat readiness tasks entrusted by the military organs at higher levels.

In wartime, the militia is responsible for cooperating with the troops, fighting independently, serving on the battlefield, supporting the front line and defending the rear.

Article 7

Militiamen participating in the joint defense of military, police and civilians should define the joint defense area and tasks, abide by the relevant provisions, master the methods of communication, coordinated action and disposal, cooperate with the People's Liberation Army and the People's Armed Police Force to carry out reconnaissance (observation), vigilance and guard on the borders, territorial waters and airspace, prevent enemy armed attacks, and maintain border security; Assist the people's police and the people's armed police to monitor ships, ports, docks, stations and major maritime traffic routes and crack down on illegal and criminal activities.

Article 8

Militiamen who are responsible for the duty of the post should be clear about the duty area and tasks, be familiar with the terrain and social conditions near the post, master various skills to perform tasks, maintain smooth communication, perform observation, patrol and alert duties in strict accordance with the provisions of superiors, and strengthen their own defense. If you find the enemy's situation and abnormal situation, you must report it immediately and deal with it decisively.

Article 9

Militiamen responsible for intelligence gathering should strictly abide by the discipline of intelligence work, master the skills of reconnaissance and intelligence gathering, analysis and reporting, carry out their work according to the instructions of their superiors, and provide accurate information in time. When important information endangering national security and social stability is collected, it must be reported to the superior quickly.

Article 10

Militiamen guarding important targets should understand the nature, characteristics, tasks and responsibilities of guarding targets, be familiar with surrounding terrain, master guarding methods, remember contact signals and passwords, implement relevant systems and regulations, keep in touch with the units to which the targets belong, and may not leave their posts without authorization. When the security of the guarded target is threatened, it must be handled in accordance with relevant regulations and reported to the superior quickly.

Article 11

Militiamen who assist troops in maintaining and managing national defense projects shall strictly implement the relevant provisions of the state and local people's governments and military organs, conscientiously perform their duties, regularly inspect and maintain national defense projects, report relevant information to superiors in a timely manner, keep military facilities secret, and stop acts that damage and endanger national defense projects.

Article 12

The militia responsible for assisting the people's police and the people's armed police in maintaining social order should clearly define their tasks and division of labor, strictly abide by relevant laws and regulations, be familiar with policies and regulations, master the means of handling various situations and the methods of coordinated action, perform their duties within the areas designated by their superiors, and maintain the normal order of their own regions and units.

When carrying out the task of quelling unrest, riots or serious riots, the militia must carry out the orders and instructions of the military organs at higher levels, closely cooperate with the people's police, the people's armed police and the People's Liberation Army, act according to law, and resolutely, quickly and steadily stop and quell illegal and criminal activities that endanger national unity or social security.

Article 13

Militiamen who undertake the task of grabbing disaster relief should understand the nature, scope and degree of danger and disaster, clarify specific tasks and implementation methods, obey unified command, and protect state property and people's lives.

Chapter III Daily Combat Readiness System

Article 14

When carrying out combat readiness tasks, the management of the militia should refer to the relevant rules and regulations of the China People's Liberation Army, establish a formal internal affairs system, strictly implement the provisions on leave and cancellation, maintain the stability of personnel, enhance the organizational discipline of the militia and the awareness of obeying orders, pay attention to cultivating a good style of work, and maintain a good combat readiness order.

The occupation rate of militia organizations and militia posts responsible for guarding important targets should reach more than 80% in peacetime; Militia organizations responsible for other combat readiness tasks shall establish and implement the registration system for outgoing personnel, specify the mode and time limit of emergency recall, and formulate measures to temporarily supplement personnel.

Article 15

Militia combat readiness education should combine the situation at home and abroad and combat readiness tasks, with militia functional tasks, combat readiness situation, combat readiness system, patriotism and fine traditions, relevant laws, regulations and policy disciplines as the main contents, and enhance militia's national defense concept and combat readiness awareness.

Militia combat readiness education should be included in the annual militia political education plan.

Article 16

Militia military training should be carried out in accordance with the provisions of the militia military training program issued by the General Staff Department and the instructions of superiors, combined with combat readiness tasks, and standardized training should be implemented to ensure the training personnel, time, content and quality.

County People's Armed Forces Department shall, according to the combat readiness plan, organize militiamen who undertake combat readiness tasks all the year round to carry out combat readiness drills, usually at least 1 time every year.

Article 17

The management of militia weapons and equipment shall be implemented in accordance with the Regulations on the Management of Militia Weapons and Equipment.

Article 18

The people's armed forces departments of provinces, military regions, counties, towns, streets, enterprises and institutions and militia organizations that undertake combat readiness tasks shall, according to the instructions of their superiors and the tasks of their own units, formulate corresponding combat readiness plans and report them to their superiors for approval. When the situation or task changes, the combat readiness plan must be revised in time.

The storage and use of the combat readiness plan should strictly implement the confidentiality provisions, and irrelevant personnel are strictly prohibited from contacting the combat readiness plan.

Article 19

Militia to carry out research on the enemy's situation and social situation should be carried out according to the instructions, arrangements and relevant intelligence reports of superiors, combined with combat readiness tasks. The main contents of the study are: the preparation equipment of the scheduled combat object, the performance of the main weapons, the operational ideas and characteristics; Local social security and social dynamics, especially the main activities and characteristics of hostile forces. In case of important circumstances, research must be carried out in time.

Article 20

Militia combat readiness materials should be managed in accordance with the requirements of combat readiness, centralized storage, classified storage, regular inventory, timely replacement and replenishment. The use of combat readiness materials must be approved in accordance with regulations. The standards for carrying and using militia combat readiness materials shall be determined by the provincial military region; Measures for the supply and financing of combat readiness materials shall be formulated by the provincial military region in conjunction with the people's governments of provinces (including autonomous regions and municipalities directly under the Central Government, the same below).

Article 21

Militia combat readiness facilities should implement responsibility management. The barracks, fortifications, observation, vigilance, communication, power supply, lighting, water supply and other facilities used by the militia on duty must be clearly managed and regularly inspected and maintained to ensure that the combat readiness facilities are in good condition.

Article 22

Militiamen who are on combat readiness duty (including daily duty, holiday duty and grade combat readiness duty) shall be assigned by the county people's armed forces department according to the combat readiness tasks instructed by superiors, and the specific tasks, time limit and place of militia duty shall be defined.

Militia organizations on duty for combat readiness must implement their forces in accordance with the provisions of their superiors, make clear their tasks, be familiar with the plan, stick to their posts, keep their communications open, keep their weapons and equipment in good condition, and be ready to perform their tasks at any time.

Article 23

When performing combat readiness tasks, militia organizations must comply with the following requirements for instructions and reports:

(1) All important matters involving task change, deployment adjustment, use of troops, use of weapons and equipment, and not clearly defined by superiors must be asked for instructions step by step, and can be implemented only after approval;

(two) when undertaking combat readiness duty, it shall report the duty situation in accordance with the time limit prescribed by the superior, and must report it immediately in case of important circumstances;

(three) when on duty for combat readiness, it shall report the situation on duty day by day, and report immediately in case of important circumstances;

(four) after the completion of combat readiness duty and combat readiness duty, it shall timely summarize and report to the duty and duty summary report; Comprehensive statistics of combat readiness shall be carried out according to the requirements of the Statistical Table of Militia Combat Readiness issued by the superior;

(5) When undertaking combat readiness tasks all the year round, the militia strength should be reported after annual rectification, mainly including organizational strength, equipment strength and personnel occupancy rate.

Article 24

The people's armed forces departments of provincial military regions, military sub-regions and counties shall regularly check the combat readiness of the militia, and the contents and standards to be achieved are:

(a) sound organization, officers and men know each other, the occupancy rate reaches the prescribed standards, and the flow of personnel is clear;

(two) the implementation of combat readiness education, a strong sense of combat readiness;

(three) to perform military training tasks and have good military quality;

(four) the research on the situation of the enemy and the social situation is targeted, and the situation is timely and accurate;

(five) the combat readiness plan is complete, the personnel are assembled quickly in case of emergency, and the weapons and equipment, combat readiness materials and facilities are managed in an orderly manner;

(six) the combat readiness duty is strict and formal, the report is timely, and the disposal situation is correct.

Measures must be taken to correct the problems found in the inspection.

Chapter IV Combat Readiness Levels

Article 25

Militia combat readiness is divided into three levels, two levels and one level.

Militia organizations must enter or cancel the combat readiness level according to the orders of military organs. After receiving the order to enter the first-level combat readiness, the militia must immediately turn into the state of combat readiness in accordance with the requirements of the corresponding first-level combat readiness.

Article 26

The three-level combat readiness shall be organized and implemented according to the following requirements:

(a) the military and political leaders enter the duty post, communicate with each other in a timely manner, and modify and familiarize themselves with the relevant combat readiness plans;

(two) to master the personnel in place, control the going out, and prepare for the gathering;

(three) to carry out combat readiness education and understand the combat readiness situation and tasks;

(four) clear the location, time limit, notification method and signal of emergency assembly;

(5) Organizing research on the enemy's situation and understanding and mastering social dynamics;

(six) the militia in key areas of border defense, coastal defense and combat readiness, strengthen observation, patrol and alert, and report the situation in a timely manner; Militiamen who are on duty for combat readiness are on standby at positions designated by superiors, ready to perform tasks at any time;

(seven) check the implementation of combat readiness work and report relevant information on time.

Article 27

The second-level combat readiness shall be organized and implemented according to the following requirements:

(1) On-the-job cadres should be on duty, study and arrange combat readiness work in time, keep communication open, and accept orders and instructions from superiors at any time;

(two) to stop people from going out and recalling cadres and backbones abroad, and to keep more than 70% of the personnel in place;

(3) Mobilizing combat readiness and defining the tasks and requirements for combat readiness;

(4) Organizing necessary assembly and emergency assembly drills and improving emergency action measures;

(5) Strengthen the research on the enemy's situation, pay close attention to social dynamics, master the characteristics of hostile forces' activities, and report relevant information in a timely manner;

(6) According to the instructions of the superior, understand the supply channels and methods of combat readiness materials, and make preparations for receiving weapons and equipment and various combat readiness materials;

(seven) the militia in key areas of border defense, coastal defense and combat readiness, strengthen the control and guard of important places and important road sections; The militia on duty for combat readiness is on standby, ready to perform tasks at any time;

(eight) daily report on combat readiness.

Article 28

The first-level combat readiness shall be organized and implemented according to the following requirements:

(a) cadres at all levels are fully staffed, organization and command institutions are established, the division of labor is clear, and full-time communication is kept smooth and uninterrupted;

(two) recall overseas personnel, according to the instructions of the superior assembly, keep the personnel in place rate of more than 90%;

(3) Mobilizing the war and defining the war tasks and relevant regulations;

(four) the personnel on duty and the team are on duty day and night to grasp and deal with all kinds of situations in time;

(five) please receive, receive and distribute weapons and equipment, ammunition and all kinds of combat readiness materials;

(six) according to the task, to carry out combat training and related drills;

(seven) according to the standards prescribed by the superior personnel, complete the combat readiness work, in the designated position on standby, to maintain a state of war.

Article 29

The conversion of combat readiness level must be carried out according to the order. Under normal circumstances, it will be transferred to level 3 combat readiness, level 2 combat readiness and level 1 combat readiness in turn; In case of emergency, you can also jump to the required combat readiness level.

Militia organizations must complete the conversion of combat readiness levels within the prescribed time limit. The provisions on the time limit for the conversion of combat readiness levels shall be drawn up by the provincial military region, reported to the military region for examination and approval, and reported to the General Staff Department for the record; In case of emergency, it shall be stipulated by the military organ that issued the order.

Chapter V Relationship between Leadership and Command

Article 30

Militia combat readiness on duty, by the provincial military region, military division, county people's Armed Forces Department according to the tasks at the same level, make plans, organize the implementation.

Article 31

Militiamen participate in the joint defense of military, police and civilians, and under the leadership of local party committees, people's governments and military organs at higher levels, the joint defense command organization implements unified command; Under special circumstances, the unit designated by the military organ at a higher level shall be responsible for the command.

Article 32

The militia is responsible for guarding important targets, led by the county people's armed forces department and the target unit, mainly the county people's armed forces department. County People's Armed Forces Department is responsible for organizational adjustment, education and training, personnel management and joint defense with nearby militia. The target unit is responsible for the guard service training of the militia on duty, solving the problem of logistics support on duty, and assisting the county people's armed forces department in managing and educating the militia on duty.

Article 33

The militia, under the leadership of the local Party committee, the people's government and the military organs at higher levels, assists the people's police and the people's armed police in maintaining social order. Provincial military regions, military sub-regions and county people's armed forces departments are responsible for organizing and mobilizing militia; The public security organ is responsible for on-site command.

Article 34

In wartime, the militia is subordinate to the army to carry out combat tasks and battlefield services, and is under the command and management of the army; The militia shall carry out the tasks of fighting independently, supporting the front line and defending the rear, and the provincial military region, military sub-region and county people's armed forces department shall be responsible for organizing and commanding.

Chapter VI Examination and Approval Authority

Article 35

The establishment or revocation of militia fixed posts in frontier and coastal defense areas shall be proposed by the military sub-regions according to the needs of combat readiness and reported to the provincial military region for approval.

Article 36

Using militia to guard important targets such as bridges, tunnels, warehouses, etc., the target owner shall apply in accordance with the relevant provisions of the state and report to the provincial military region for approval.

Article 37

The use of militia to maintain and manage national defense projects shall be applied by units at or above the regimental level responsible for the projects in accordance with relevant regulations and reported to the provincial military region for approval.

Article 38

The use of militia to shoulder the general responsibility of maintaining social order shall be reported to the local party committee and people's government for approval by the public security organ in conjunction with the military organ at the same level, and the military organ shall organize the implementation according to the decision of the local party committee and people's government, and report it to the military organ at the next higher level for the record. Within the scope of factories and mines, the use of militia to maintain public order and protect production must be approved by factories and mines and reported to the county people's armed forces department for the record.

The militia shall not carry guns and other weapons when performing the above tasks. In case of an emergency such as chasing a gunman, it is necessary to carry weapons such as grabbing branches, and the county people's armed forces department shall report to the county party Committee and the county people's government for approval, and report to the military sub-district.

Article 39

The use of militia to quell unrest, riots or serious riots, without weapons such as looting, shall be decided by local party committees and people's governments at or above the county level, and the military organs at the same level shall report to the military organs at higher levels for approval according to the decisions of local party committees and people's governments; Carrying guns and other weapons must be approved by the provincial party Committee, the provincial people's government and the provincial military region, and reported to the military region and the General Staff for the record. In case of special circumstances, it is necessary to use force to dispose of it, which shall be strictly implemented in accordance with the provisions of relevant laws and regulations.

Article 40

The use of militia to carry out emergency rescue and disaster relief tasks must be approved by the county party Committee and the county people's government, and the county people's civil affairs department and the armed forces department shall report to the military division for the record.

Article 41

In frontier and coastal defense areas, in case of emergency such as enemy harassment, airborne attack and enemy spy infiltration, the county people's armed forces department shall immediately mobilize militia organizations to attack and search, and report to the superior in time.

Chapter VII Safety and Special Care

Article 42

Militiamen on duty at the militia post, who come from rural areas, enjoy the allowance for lost time according to the same local labor income level; If you quit from an enterprise or institution, your original salary, bonus and welfare will remain unchanged. Militiamen who have been on full-time duty for a long time, if they have a work unit after quitting the duty task, shall be resettled by the original unit; If there is no work unit, the county or township people's government shall make appropriate arrangements. The specific measures shall be jointly formulated by the provincial people's government and the provincial military region.

Article 43

The barracks, camping equipment, kitchen utensils, communication, lighting, drinking water, vigilance and other facilities required by the militia to guard important targets, and the living allowance, duty supplies, necessary cultural supplies, medical care, casualty compensation and other funds required by the militia on duty shall be solved by the target unit.

Article 44

Militiamen who assist the troops in maintaining and managing national defense projects, who come from rural areas, enjoy the allowance for lost time according to the same local labor income level; If you quit from an enterprise or institution, your original salary, bonus and welfare will remain unchanged. Maintenance costs and nursing costs are solved from the maintenance and management fees of national defense projects.

Article 45

Remuneration or subsidies for militiamen who have been approved by local people's governments and military organs at the same level to participate in combat readiness, emergency rescue and disaster relief and perform tasks shall be settled by local people's governments.

Article 46

The preferential treatment, resettlement and pension for the casualties of militia who participate in the war, perform combat readiness service, participate in combat readiness training and maintain social order shall be handled in accordance with the relevant provisions of the state.

Chapter VIII Supplementary Provisions

Article 47

Rewards and penalties for the relevant units and individuals in the militia combat readiness work shall be implemented in accordance with the provisions of relevant laws, regulations and rules.

Article 48

The provincial people's government and the provincial military region may, in accordance with these Provisions, formulate detailed rules for the implementation of the militia's combat readiness work.

Article 49

The General Staff Warfare Department shall be responsible for the interpretation of these Provisions.

Article 50

These Provisions shall come into force as of the date of promulgation.
