How to do a good job in self-supervision of discipline inspection and supervision cadres and prevent "darkness under the lamp"

To prevent the problem of "black under the lamp" in discipline inspection and supervision organs, we must pay attention to "both internal and external repair" "Inside" means strengthening the self-construction of discipline inspection and supervision organs, while "outside" means strengthening external supervision. Specifically, we can start from the following aspects:

The first is to improve the system and restrict the behavior of discipline inspection and supervision cadres.

The emergence of the problem of "black under the lamp" has exposed the regulatory loopholes and system defects in the current discipline inspection and supervision work to a certain extent. Therefore, the Third Plenary Session of the 18th CPC Central Committee put forward the requirement of "strengthening the vertical management of discipline inspection" for the construction of discipline inspection and supervision cadres. At the same time, the Third Plenary Session of the 18th Central Commission for Discipline Inspection also made a clear plan to strengthen the self-construction of the discipline inspection and supervision team: "Change jobs, ways and styles, and build the discipline inspection and supervision team with iron discipline." These measures are aimed at preventing "darkness under the lamp" from the system. However, these measures are far from enough. It is necessary to further refine the measures, form a long-term mechanism, and effectively restrain the behavior of discipline inspection cadres. For example, the Supervision Department of the Hainan Provincial Commission for Discipline Inspection recently issued the Regulations on Internal Supervision and Restriction of Discipline Inspection and Supervision Organs, which comprehensively stipulated the supervision of leading members, ordinary cadres, disciplinary handling and accountability of discipline inspection and supervision organs. The regulations are comprehensive, specific and operable.

Second, change the work style and improve the immunity of discipline inspection and supervision cadres.

Discipline inspection and supervision cadres have no innate "immunity" to corruption. The bad influence of the outside world is likely to make the "referee" unable to enforce the law impartially, and even open the back door for corruption and act as an umbrella, endangering the party's image and cause. Therefore, discipline inspection and supervision cadres must focus on improving their immunity and avoid "a weak wall".

First of all, as a discipline inspection and supervision cadre, we should cultivate self-cultivation, take the initiative to cultivate selfless character, consciously resist improper practices, consciously observe various disciplines, ask others to do what they don't want first, don't violate the discipline that others don't want to violate, start from ourselves, and implement the requirements of "three turns" with excellent style;

Secondly, as discipline inspection and supervision cadres, we should further enhance our sense of responsibility, adhere to the principle of party spirit, faithfully perform our duties, be honest and upright, and resolutely fight against corrupt elements and negative corruption; Thirdly, as a cadre of discipline inspection and supervision, we should cultivate and establish the work style of "being pragmatic and clean for the people", persist in proceeding from reality, oppose "being false, big and empty", examine the truth, tell the truth, make practical moves, do practical things and seek practical results, plan our work with people as the foundation, and achieve "power for the people, affection for the people and benefit for the people"

Finally, as a cadre of discipline inspection and supervision, we should further enhance the consciousness of public servants, firmly establish the consciousness that supervisors should take the lead in accepting supervision, consciously accept the supervision of party organizations, cadres in party member, the masses of the people and public opinion, be strict with ourselves, be impartial in discipline, handle cases in a civilized manner, and be loyal guardians of the party and caring people of the masses with practical actions.

The third is to strengthen supervision and speed up the construction of internal and external circulation supervision mechanism.

In order to maintain the integrity of the discipline inspection and supervision team and prevent the abuse of discipline inspection and supervision power, in addition to conventional methods such as education, investigation and re-education, we should also use modern scientific means to strengthen internal and external supervision and ensure that the power of discipline inspection and supervision organs really operates in the sun.

First of all, we should set up a special internal supervision organization. Trust cannot replace supervision. No matter how clean the post is, it will also be "polluted". Only supervision, the "wild horse" of power will not become a tool for personal gain. The Supervision Department of the Central Commission for Discipline Inspection set up a cadre supervision office in the institutional reform implemented this year, and then the provincial discipline inspection and supervision organs also set up a cadre supervision office accordingly. The original intention of this practice is good, but it is easy to have the illusion of being both an "athlete" and a "referee". Therefore, we must carefully choose staffing. These personnel must have excellent political quality, comprehensive professional level of discipline inspection and supervision, strong party spirit and good character, and may be inclined to those who no longer participate in daily discipline inspection and supervision work, such as retiring to the second line or retirees. The supervision and inspection work carried out by these personnel should be directly led and directed by the secretary of the Discipline Inspection Commission.

Secondly, we should improve the corresponding internal management mechanism. Most of the existing internal supervision and management documents and regulations of discipline inspection and supervision organs are general and abstract, and their operability is not strong. There is too much management and supervision of general work links such as violation of working procedures, and not enough restriction on some parts and links that are prone to problems. In order to change this situation, we can consider starting a new internal supervision mode, and "program" various systems and norms and fix them in the internal network of discipline inspection and supervision organs. All work has corresponding working procedures. After the working procedure is solidified, the results are automatically recorded and archived, and it is impossible to modify the results artificially, and objective, true, fair and standardized "online" management is implemented.

Thirdly, we should strengthen external supervision and strengthen internal and external circulation supervision. The key point is to gradually realize the openness and transparency of discipline inspection and supervision, minimize the mystery of discipline inspection and supervision divorced from reality, actively accept the supervision of society and the masses, establish a three-dimensional and all-round supervision model, such as introducing news supervision, public opinion supervision, network supervision and external supervisors, and strengthen the supervision of discipline inspection cadres' style, discipline and law enforcement. In addition, the Commission for Discipline Inspection and the Supervision Bureau should also report their work to the NPC and CPPCC regularly. The internal supervision institutions of discipline inspection and supervision organs shall exchange information with external supervision institutions regularly or irregularly and accept supervision.
