1. Open a browser, enter Shangqiu government service network, and click "Online Service" at the bottom of the interface.

2. In the page that opens, find "Shangqiu Tobacco Monopoly Bureau" and click Enter.

3. In the opened page, find the column of "Tobacco Monopoly Retail License" and click to enter the declaration page.

4. Fill in the corresponding application information, upload the business license, and click Submit to complete the application.
