Measures of Harbin Municipality on the Administration of Forest Fire Prevention

Article 1 In order to effectively prevent and extinguish forest fires, protect forest resources and maintain ecological balance, these measures are formulated in accordance with the Forest Law of People's Republic of China (PRC), the Regulations on Forest Fire Prevention of the State Council and the Measures for the Implementation of the Regulations on Forest Fire Prevention of Heilongjiang Province, combined with the actual situation of our city. Article 2 These Measures shall apply to the management of forest fire prevention within the administrative area of this Municipality. Article 3 Forest fire prevention shall follow the principle of giving priority to prevention and actively fighting, and popularize and apply advanced science and technology for preventing and fighting forest fires. Fourth forest fire prevention work to implement the administrative leadership responsibility system of the people's governments at all levels. Mayor, county (city) mayor and township (town) mayor shall implement unified leadership, unified deployment, unified command and unified inspection of forest fire prevention work within their respective jurisdictions.

All departments and units in forest areas shall, under the unified leadership of the local people's government, implement the responsibility system for forest fire prevention under the leadership of departments and units. Article 5 The Municipal People's Government shall set up a forest fire prevention headquarters to be responsible for the organization, coordination, inspection and supervision of forest fire prevention in the whole city.

The forest fire prevention headquarters established by the county (city) people's government is responsible for the forest fire prevention work within its jurisdiction.

City, county (city) forest fire prevention headquarters under the office, the office is located in the administrative department of forestry at the same level, responsible for the daily work of forest fire prevention. Article 6 The annual plan for the construction of forest fire prevention infrastructure shall be compiled by the city and county (city) forest fire prevention headquarters and incorporated into the national economic and social development plan after being approved by the people's government at the same level. Seventh government investment in forest fire prevention funds should be included in the fiscal budget. Forest management units shall, in accordance with the relevant provisions of the province, extract the basic construction fee for forest fire prevention.

Forest fire prevention funds and forest fire prevention capital construction funds shall be earmarked and shall not be used for other purposes. Article 8 Enterprises and institutions in forest areas shall establish forest fire prevention organizations, and under the unified leadership of the local people's governments, do a good job in forest fire prevention in their own systems and units.

Forest township (town) people's governments, enterprises and institutions shall organize residents and workers to conclude fire prevention conventions and strictly control the fire sources in the wild. Article 9 The people's governments concerned shall set up forest prevention work at the junction of administrative districts, administrative districts and industrial districts, and industrial districts and industrial districts. Article 10 Forest fire prevention is divided into primary fire prevention zones and secondary fire prevention zones.

The first-class fire zone refers to nature reserves, commercial timber forest areas, scenic spots, special-purpose forest land, forest land above 1000 mu and areas within 1 000 meters from the forest edge.

The secondary fire zone refers to a forest land outside the primary fire zone and an area within 500 meters from the forest edge. Eleventh county (city) people's government shall, according to the distribution of local forest resources, divide the first-class fire zone and the second-class fire zone, set up signs, implement the responsible units and persons of forest fire prevention, and report to the municipal forest fire prevention headquarters for the record. Article 12 Forest parks, resorts and other places of tourism and entertainment and business outlets located in forest fire prevention areas shall, in accordance with the requirements of the local forest fire prevention headquarters, establish fire prevention organizations, implement various fire prevention measures such as isolation belts, and equip them with necessary fire prevention facilities and equipment before opening. Thirteenth city forest fire prevention period, spring from March 15 to June 15, autumn from September 15 to15; The martial law period for forest fire prevention is from April 6 to May 25 in spring and from June 6 to June 30 in autumn.

During the period of forest fire prevention, the county (city) people's government may, according to the local actual situation, delimit martial law areas and prohibit martial law, and report to the municipal forest fire prevention headquarters for the record.

During the forest fire prevention period and the martial law period of forest fire prevention, the county (city) forest fire prevention headquarters shall organize the establishment of obvious fire warning signs in the forest fire prevention area. Fourteenth forest fire prevention period, should strictly abide by the following provisions:

(1) It is forbidden to bring kindling into the forest and to smoke in the wild;

(two) in the first-class fire zone and Liu's residential area, oil depot, timber yard, power station and other areas with serious fire threat, all outdoor use of fire is prohibited;

(three) it is forbidden to burn wasteland, make a fire, burn incense, burn paper and barbecue in the secondary fire prevention zone; It is forbidden to use fire in the wild in windy weather above level 5;

(4) Productive use of fire in the first-class fire prevention zone due to special needs shall be approved by the county (city) forest fire prevention headquarters or its authorized unit, and a license for production of fire shall be obtained. If it is approved to use fire productively, there should be a special person in charge, open the fire isolation belt in advance, prepare fire extinguishing tools, and organize the use of fire in the weather below the third-class wind to prevent the fire from happening;

(five) personnel entering the forest fire prevention zone shall hold the certificate issued by the local county (city) forest fire prevention headquarters or its authorized unit to enter the forest fire prevention zone;

(six) who receives the foreign personnel who enter the forest fire prevention zone, who is responsible for the fire safety and fire prevention publicity and education;

(seven) it is forbidden to use guns to hunt in forest fire prevention areas. If it is really necessary to carry out activities such as blasting, survey and construction, it shall be reported to the provincial forest fire prevention headquarters or its authorized unit for approval, and corresponding fire prevention and extinguishing measures shall be taken. Fifteenth during the forest fire prevention period, all kinds of motor vehicles driving and passing through the forest fire prevention area must be equipped with fire prevention devices to prevent fire leakage, fire and locomotive brake shoes from falling off. Passenger trains and buses running in forest fire prevention areas. Drivers and passengers should educate passengers on fire safety to prevent passengers from discarding kindling.

Personnel who operate machinery and equipment in the field in forest fire prevention areas shall abide by the fire safety operation rules and be equipped with fire-fighting equipment to prevent fires.
