How does Apple's mobile phone block calls from other provinces?

You can set your mobile phone to block incoming calls and text messages from other provinces. Take Iphone xs max as an example, the operation steps are as follows:

1. Open the main screen of the mobile phone, find "Settings" and open it to enter the "Settings" interface.
