① Being able to bear civil liability independently: having the qualification of an independent legal person, and providing a copy of the business license, organization code certificate and tax registration certificate of the legal person or other organization (or a copy of the business license after the integration of the three certificates); (Copy stamped with the official seal of the bidder)

② It has a good business reputation and a sound financial accounting system: Specific requirements: if the supplier is a legal person, it should provide the audited financial audit report issued by an accounting firm in 2020 or 20021year, or the credit certificate issued by a grass-roots bank; Other organizations and natural persons do not need financial audit reports, but can provide credit certificates issued by banks; (Copy stamped with the official seal of the bidder);

(3) Having the necessary equipment and professional technical ability to perform the contract;

Specific requirements: provide proof materials of equipment and professional technical ability necessary to perform the contract (provide a letter of commitment);

(4) Have a good record of paying taxes and social security funds according to law: Specific requirements: provide tax payment certificates for any three months from June 5438+0, 2022 to the bidding deadline and social security payment certificates for any three months from June 5438+0, 2022 to the bidding deadline; A written commitment of a supplier newly established less than one month to provide tax payment and social security benefits according to law (the format of the commitment letter is self-drawn); Do not need to pay, it shall issue a valid certificate. ⑤ No record of violation of laws and regulations in business activities in the first three years of participating in this government procurement activity: provide a written statement that there is no record of major violations of laws and regulations in business activities in the first three years of participating in government procurement activities (see the model tender document for format documents);

⑥ Other conditions stipulated by laws and administrative regulations: Specific requirements: Bidders must promise that those who are not included in the list of untrustworthy persons, the list of major tax illegal parties and the list of serious illegal records of government procurement, but are included in the list of untrustworthy persons, the list of major tax illegal parties and the list of serious illegal records of government procurement, will be disqualified from bidding and bear all legal responsibilities arising therefrom.
