Regulations of Zhuhai Special Economic Zone on the Classification and Management of Domestic Waste

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and the reality of Zhuhai Special Economic Zone in order to strengthen the classified management of domestic garbage, improve the level of reduction, recycling and harmlessness of domestic garbage, protect and improve the ecological environment, and improve the civilized quality of citizens and the degree of urban civilization. Article 2 These Regulations shall apply to the classified delivery, collection, transportation, treatment, reduction, recycling, supervision and management of domestic waste in this Municipality. Article 3 The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste identified as domestic waste by laws and administrative regulations.

The delivery, collection, transportation and treatment of industrial solid waste, construction waste, agricultural solid waste, hazardous waste, medical waste and other solid waste shall be managed in accordance with the relevant provisions of national laws and regulations. Article 4 The classified management of domestic waste shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, suiting measures to local conditions and simplicity. Article 5 The Municipal People's Government shall incorporate the classified management of domestic waste into the national economic and social development plan, establish the overall coordination mechanism of domestic waste classification, determine the target of source reduction and classified management of domestic waste, make overall plans for the construction of domestic waste classification facilities and the management of terminal treatment, strengthen the publicity, education, training and law enforcement of domestic waste classification, and ensure the capital investment of domestic waste classification management.

The District People's Government shall be responsible for organizing and implementing the classified management of domestic waste within its jurisdiction, implementing the classified management objectives of domestic waste and providing corresponding protection.

Town People's Government and street offices (hereinafter referred to as Town Street) will incorporate the classified management of domestic waste into grassroots social governance, and strengthen organization, coordination and guidance.

Villagers' committees and residents' committees (hereinafter referred to as villages and neighborhood committees) shall, under the guidance of towns and streets, cooperate with the organization, mobilization, publicity and guidance of domestic waste classification.

The management institutions of Hengqin New District and Economic Functional Zone shall perform the relevant duties of the District People's Government. Article 6 The municipal urban management comprehensive law enforcement department is the competent department of domestic waste classification management (hereinafter referred to as the municipal competent department), responsible for organizing the implementation of these regulations, organizing the preparation of domestic waste control plans, formulating the domestic waste classification management system and organizing its implementation, and guiding, assessing and supervising the domestic waste classification work. The competent department of domestic waste classification management in each district (hereinafter referred to as the district competent department) shall be determined by each district and be responsible for the supervision and management of domestic waste classification within its jurisdiction.

The ecological and environmental department is responsible for monitoring the pollutant discharge of domestic waste centralized transfer facilities, terminal treatment facilities and other places, as well as supervising and managing the pollution prevention during the storage, transportation and treatment of hazardous wastes.

Housing and urban-rural construction departments are responsible for organizing the preparation of special plans for domestic waste treatment facilities, and urging property service enterprises to carry out domestic waste classification. The content of classified management of domestic waste in residential quarters should be included in the model text of the previous property contract and property service contract.

The natural resources department is responsible for incorporating the construction of domestic waste classified delivery, classified collection, classified transportation and classified treatment facilities into the requirements for supporting the construction of public service facilities of construction projects, and incorporating the land needed for the construction of domestic waste treatment facilities into the land use plan.

Development and reform, education, scientific and technological innovation, industry and information technology, public security, finance, transportation, commerce, agriculture and rural areas, culture, radio and television, tourism and sports, health and market supervision and management departments shall do a good job in the classified management of domestic waste within their respective functions and duties. The competent departments of various industries shall incorporate the classification of domestic waste into the content of industry management responsibilities. Article 7 The municipal competent department is responsible for co-ordinating the establishment of a service platform for classified management of domestic waste, and collecting and publishing relevant information on classified management of domestic waste.

Departments of ecological environment, commerce, housing, urban and rural construction, etc. shall interconnect information such as hazardous waste management, recycling management of renewable resources, and management of property service enterprises with the domestic waste classification management service platform to realize information sharing. Eighth to encourage the development of domestic waste classification technology innovation, realize the intelligent, professional and information management of domestic waste classification. Ninth people's governments at all levels and their relevant departments should adopt various ways to popularize the knowledge of domestic waste classification to the public and enhance the public's awareness of classification.

Newspapers, radio, television, internet and other media in this Municipality shall continue to carry out public welfare publicity on the knowledge of domestic waste classification.

The education department shall incorporate the knowledge of domestic waste classification into the contents of school education and teaching, and organize and carry out popular science education activities on domestic waste classification.

The management units of parks, stations, airports, docks, and public places such as tourism, culture, sports, entertainment, and commerce shall, under the guidance of the municipal and district competent departments, carry out classified publicity of domestic garbage.

Encourage environmental protection organizations, volunteer organizations and other social welfare organizations to carry out classified publicity of domestic waste. Article 10 The industry associations of circular economy, city appearance and environmental sanitation, property management, tourist hotels, catering and cooking, domestic service, commercial retail, logistics and distribution in this Municipality shall incorporate the requirements of domestic waste classification into the industry self-discipline norms, and guide and urge member units to do a good job in domestic waste classification. Article 11 The municipal and district people's governments shall establish an incentive mechanism for source reduction and classification of domestic waste, commend or reward units, families or individuals with outstanding performance, and award those who are responsible for classified delivery management, such as property service enterprises.

Encourage units and individuals to form a good behavior habit of domestic waste classification through various means such as point redemption.
