Recently, Li, secretary of the provincial party committee, deputy secretary of the provincial party committee and acting governor, made important instructions, requiring all levels and departments to closely communicate with meteorological departments under the current complicated meteorological conditions and epidemic prevention and control situation, strengthen early warning of rainstorm, rainstorm and debris flow, make full and careful plans, pay close attention to safety issues, implement responsibilities, investigate loopholes and ensure that no problems occur. First, fully implement the responsibility of disaster prevention, mitigation and relief. All relevant departments at all levels should thoroughly implement the spirit of the important instructions of the leaders of the provincial party Committee and the provincial government, regard disaster prevention, mitigation and relief as an important task at present, earnestly enhance their sense of responsibility and hardship, and implement the main responsibility. It is necessary to strengthen coordination and linkage, improve and perfect various work systems, and form a joint force for disaster prevention and relief. In accordance with the requirements of disaster prevention, preparedness and rescue, we should deploy, re-examine and re-implement the emergency plan on the basis of the previous disaster preparedness work, standardize the emergency procedures, pay close attention to replenish all kinds of materials and equipment needed for disaster relief, and comprehensively do a good job in disaster relief preparations such as personnel, technical equipment, funds and materials, and shelters.

Second, strengthen monitoring, forecasting and early warning. It is necessary to further strengthen the prediction and early warning of disastrous weather processes, strengthen communication with meteorological, natural resources, water conservancy and other departments, and closely monitor weather changes and rain and flood conditions. Whenever extreme disasters such as typhoon, strong convection and heavy rainfall occur, it is necessary to encrypt the monitoring frequency, discuss and analyze in time, and make rolling forecast and early warning. It is necessary to make full use of various media and means such as radio, television, internet, short messages and electronic display screens to timely release disaster warning information to remind the public to take timely measures to prevent disasters and avoid risks. Especially in densely populated areas such as towns, villages, schools, hospitals and tourist attractions, and mountainous valleys prone to landslides, mudslides and flash floods, it is necessary to adopt SMS, radio, loudspeakers, door-to-door notification and other means according to local conditions to timely transmit disaster warning information to threatened personnel.

Third, comprehensively carry out investigation and management of hidden dangers of disaster risks. All regions and departments should organize forces to carry out large-scale dragnet investigations in areas where floods, typhoons, landslides, mudslides and other disasters may occur during the flood season. In particular, we should focus on strengthening the safety inspection of schools, hospitals, shelters and other transportation, electric power, mines, enterprises, tourist attractions, construction sites and production and business units, carefully investigate possible safety risks, take effective measures to eliminate hidden dangers, eliminate dangerous situations, and prevent all kinds of disasters and secondary disasters.

Four, strengthen emergency duty and disaster statistics submitted. During the flood season, the system of leading shift and 24-hour duty should be strictly implemented. Arrange personnel with strong sense of responsibility and professional proficiency to be on duty, and collect, analyze and evaluate all aspects of information in time. Leading cadres should take up their posts and lead classes to ensure that disasters are handled in time and effectively dealt with. In particular, it is necessary to properly arrange the duty work on weekends, holidays and nights. We should conscientiously do a good job in statistical reporting of disaster information. Emergency, meteorology, water conservancy, agriculture, marine and other relevant departments should strengthen information sharing and consultation and evaluation, ensure that disaster statistics are submitted in a timely, comprehensive and accurate manner, and put an end to missing, delaying, lying or concealing information. It is necessary to strengthen communication and cooperation with the media and timely release disaster information.

Five, strengthen disaster prevention and emergency rescue. In view of the risks of natural disasters such as floods, landslides and mudslides that may be caused by strong convection, heavy rainfall and typhoons in the flood season, timely implement disaster prevention measures and organize people threatened by disasters to move to avoid risks in advance. All kinds of rescue teams should be fully prepared for emergency rescue. When necessary, pull and preset rescue forces in advance to ensure that in case of danger and disaster, they can be dispatched in time and disposed of quickly and properly. It is necessary to further standardize the emergency mechanism, ensure that the emergency response to disaster relief is started as soon as possible after the occurrence of sudden major natural disasters, and ensure that disaster relief personnel, rescue measures and responsibility for disaster relief work are put in place. All relevant departments should do a good job in the emergency repair of roads, electricity, communications, water supply and other infrastructure damaged by disasters to ensure emergency rescue and production and living needs in disaster areas.

Sixth, do a good job in life assistance for the affected people. After the disaster occurs, the affected people should be properly transferred and resettled in accordance with the requirements of relative concentration, easy transfer, nearby resettlement and ensuring safety. It is necessary to allocate and distribute disaster relief funds and materials in a timely manner, distribute daily necessities such as clothing, food, drinking water and medicines to the affected people at the first time, provide temporary living assistance to the affected people with special difficulties, and ensure that the affected people have food, clothing, clean water, timely medical treatment and temporary safe shelter.
