Second, the work objectives

(2) There are no new illegal buildings. Illegal construction activities are completely prohibited, and new illegal buildings are discovered, stopped and disposed of at the first time, so as to be dismantled immediately after investigation.

(3) No planning blind area. Complete the planning in an all-round way, achieve full coverage of land use planning and urban and rural planning, make timely use of the demolished open space, and purify and beautify it.

(4) There is no dead angle in management. (1) Pay attention to the supporting policies. Towns, streets and "two districts" should formulate specific measures to improve the identification, classified disposal, comprehensive management, prevention and control of illegal buildings in accordance with relevant laws, regulations and policies such as the Regulations on Disposal of Illegal Buildings in Zhejiang Province. It is necessary to combine the creation of "no illegal construction" with the construction of new countryside and "beautiful countryside" and strengthen policy support.

(2) Improve the planning system. Strengthen the compilation and orderly connection of all kinds of plans at all levels, realize the full coverage of county and township land use master plans and urban master plans, county (city) domain master plans, town regulatory detailed plans, township plans and village plans as soon as possible, and guarantee and manage urban and rural construction activities according to law.

(3) Establish a prevention and control system. Adhere to the principle of "hierarchical management, subsection responsibility, territorial responsibility, joint prevention and control" and improve the grid management system.
