In my opinion, if you invite the department to dinner, it shows that you have a good relationship with the department. Colleagues in the department also know each other. You can just start a group chat among friends and send out invitations, or you have work in the department. For group chats, if non-work-related chat messages are allowed, you can send invitations in an existing group chat.

There is actually no difference in notification methods, but individual notifications may leave someone behind. In order to protect the relationship between friends and colleagues, group chat is the best way.
