Electronic transmission of exit documents ① After the inspection and quarantine institution of the place of origin has passed the inspection and quarantine, it will timely transmit relevant information to the electronic transmission center through the network. The transmission contents of electronic documents for outbound goods include inspection information, visa information and other related information. ② The inspection and quarantine institution of the place of origin shall provide the inspection and quarantine inspection and quarantine inspection and quarantine declaration number, forwarding number and password to the relevant personnel in written form or short message. ③ Relevant personnel of entry-exit inspection and quarantine shall apply for the Customs Clearance Form for Outbound Goods at the inspection and quarantine institution at the exit port with the inspection report number, forwarding waybill number and password. (4) The inspection and quarantine institution at the exit port shall, according to the application of the relevant personnel of entry-exit inspection and quarantine, extract the information of electronic transit documents, issue the customs clearance form for exit goods, and feed back the processing information to the electronic transit center. ⑤ If it is necessary to inspect the certificate of goods according to the Provisions on the Administration of Port Inspection, the relevant parties of entry-exit inspection and quarantine shall cooperate with the inspection and quarantine institution at the exit port to complete the inspection and quarantine work. 2. Transmission of inbound electronic documents ① For goods that have gone through customs clearance procedures at the port of entry and need to be inspected and quarantined at the destination, the port inspection and quarantine institution will transmit relevant information to the electronic document transmission center through the network. The contents of electronic documents for inbound goods include inspection information, visa information and other related information. ② The inspection and quarantine institution at the port of entry shall provide the inspection and quarantine inspection report number, forwarding bill number and password to the inspection and quarantine parties in writing. (3) The destination inspection and quarantine institution shall receive the relevant electronic information forwarded by the Electronic Transfer Center of the AQSIQ on time, and feed back the received information. ④ Relevant personnel of entry inspection and quarantine shall apply to the destination inspection and quarantine institution for inspection and quarantine with relevant inspection documents and a copy of the Customs Clearance Form for Entry Goods (Notice of Entry Goods Transit) issued by the port inspection and quarantine institution. ⑤ If the destination inspection and quarantine institution fails to apply for inspection within the prescribed time limit according to the information transmitted by electronic documents, it shall feed back relevant information to the inspection and quarantine institution at the port of entry through the electronic document transmission center of AQSIQ. The inspection and quarantine institution at the port of entry shall receive the above information forwarded by the electronic document transmission center on time and take relevant treatment measures. 3. Pre-inspection of outbound goods at the place of origin; The exit port of outbound goods is not clear; Outbound goods need to be examined and approved at the port; If the outbound goods are inspected and quarantined at the port according to the relevant provisions and certificates are issued, if other electronic documents are not applicable according to the relevant provisions, electronic documents will not be implemented for the time being. 4. After the delivery of electronic documents, if it is necessary to inspect the certificate of goods according to the Provisions on the Administration of Port Inspection, the inspection unit shall cooperate with the inspection and quarantine institution at the exit port to complete the inspection and quarantine work. Except for live animals exported, goods declared by enterprises in the key inspection list and goods determined by AQSIQ, the port inspection certificates of other goods account for 1-3% of the declared inspection batches. 5. If the inspection and quarantine institution of the place of origin needs to make changes after issuing the transhipment document, it shall be handled in accordance with the relevant provisions of the Entry-Exit Inspection and Quarantine Regulations. At the request of the inspection applicant and the inspection and quarantine institution of the place of origin, the inspection and quarantine institution of the exit port may change the relevant information of the electronic transfer document according to the following circumstances, provided that the relevant laws, regulations and rules are not violated.
