First, earnestly enhance the sense of responsibility and pressure to do a good job in epidemic prevention and control.

At present, the COVID-19 epidemic abroad continues to be prevalent at a high level, and local confirmed cases and cluster epidemics have appeared in Chengdu, Dalian, Shenyang, Beijing, Shijiazhuang and Xingtai, and the pressure of "external defense input and internal defense rebound" is enormous. In addition, the Spring Festival is approaching, and new large-scale cross-border, inter-provincial and inter-city flows are about to begin. Students' holiday, going home from work, visiting relatives and friends and other passenger flows have accelerated, gathering activities have gradually increased, and the risk of epidemic spread has become increasingly severe, which has brought tremendous pressure to the epidemic prevention and control work. In this regard, all levels and departments should earnestly strengthen the "four consciousnesses", improve their political positions, fully understand the importance and long-term nature of doing a good job in epidemic prevention and control, take the registration of returnees, nucleic acid testing and health management as the top priority to defuse the epidemic risk and consolidate the achievements of epidemic prevention and control, compact the responsibilities of "territories, departments, units and individuals", comprehensively do a good job in epidemic prevention and control and various public services, and resolutely protect the people of the city.

Two, comprehensively do a good job in the investigation, follow-up and health management of returnees.

Scope of investigation. From now on, all levels and departments will immediately organize the investigation and registration of all those who return to our city from outside the province, focusing on the investigation of returnees from key epidemic areas and high-risk returnees.

Touch and register. Give full play to the role of county, township and village grids, set up a follow-up investigation team composed of village cadres, police and medical personnel, register the village as a unit, and establish ledgers one by one, including information such as name, work place, type of work or occupation, when and where to return, and mode of transportation. , to ensure traceability.

Strengthen the health management of returnees in key epidemic areas. For those who return to our city from middle and high-risk areas, we should strictly implement the "2+ 1+7" measures, and carry out 2 nucleic acid tests, 1 serum antibody tests and 7-day health monitoring. 1 nucleic acid was detected in returnees from key epidemic areas outside the middle and high risk areas. Health monitoring is carried out by township hospitals and community service centers. Take your temperature every morning and evening and ask about your health. Once suspicious symptoms appear, immediately report to the local disease control institutions and send them to medical institutions for diagnosis and treatment.

Strengthen the health management of high-risk returnees. The county headquarters should conduct free nucleic acid testing for all high-risk personnel returning from outside the province, and the nucleic acid testing should be completed within 24 hours after registration, and strengthen daily health monitoring with reference to the health management measures for returnees in high-risk areas. High-risk personnel include:

1. Migrant workers working at border crossings outside the province;

2 employees engaged in the storage, loading and unloading, transportation, processing, operation and sales of imported cold chain foods outside the province;

3 outside the province engaged in international flight transportation, loading and unloading, cleaning and other employees;

Strict responsibility implementation. It is necessary to strengthen the responsibilities of local party committees, governments, villages and individuals to ensure meticulous work. For those who are left out because of slack work, negative response, buck passing and ineffective measures. , we must seriously investigate the responsibility of the responsible person. Returned personnel who have not voluntarily reported relevant information for registration, refused to accept nucleic acid testing, and disrupted the order of epidemic prevention and control shall be dealt with according to the law and regulations.

Strengthen work supervision. All departments at all levels should adopt the "four noes and two straights" approach, intensify the supervision and inspection of the investigation and testing of returnees, carefully sort out the list of problems and responsibilities, analyze the reasons, implement measures, plug all kinds of epidemic prevention and control loopholes in time, and effectively prevent and resolve potential risks.
