Domestic traffic health and quarantine regulations

Article 1 These Regulations are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases (hereinafter referred to as the Law on the Prevention and Control of Infectious Diseases) in order to control the spread of quarantinable infectious diseases on vehicles and the people and articles they carry, prevent the epidemic of quarantinable infectious diseases and safeguard human health. Article 2 When trains, ships, aircraft and other vehicles (hereinafter referred to as vehicles) enter and leave the epidemic areas of quarantinable infectious diseases and find the epidemic situation of quarantinable infectious diseases on the vehicles in the epidemic areas of non-quarantinable infectious diseases, they shall carry out traffic health quarantine on the vehicles, their personnel and articles in accordance with these Regulations.

People's Republic of China (PRC)'s frontier health and quarantine of ports and airports open to international navigation, as well as land borders and frontier river ports, shall be implemented in accordance with the provisions of the Frontier Health and Quarantine Law of People's Republic of China (PRC). Article 3 Quarantine infectious diseases as mentioned in these Regulations refer to plague, cholera and other infectious diseases identified and announced by the State Council.

Diagnostic criteria for quarantinable infectious diseases shall be implemented in accordance with the relevant national health standards and the provisions of the health administrative department of the State Council. Article 4 The administrative department of health of the State Council shall be in charge of the supervision and administration of traffic health and quarantine throughout the country.

The health administrative departments of local people's governments at or above the county level shall be responsible for the supervision and administration of domestic traffic health quarantine within their respective administrative areas.

The health authorities of the administrative departments of railways, transportation and civil aviation shall be responsible for the domestic traffic health and quarantine work within the scope of their respective duties according to the relevant laws and regulations and the division of responsibilities stipulated by the health administrative department of the State Council in conjunction with the administrative departments of railways, transportation and civil aviation of the State Council. Article 5 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the provisions of the Law on the Prevention and Control of Infectious Diseases, determine the epidemic areas for quarantine of infectious diseases, and decide to carry out traffic health quarantine on vehicles, personnel and articles entering or leaving the epidemic areas. Article 6 The health administrative department of the local people's government at or above the county level or the health administrative department of the railway, transportation and civil aviation departments shall have the right to take the following corresponding traffic health and quarantine measures according to their respective functions and duties:

(a) to inspect the personnel, means of transport and the articles they carry when entering or leaving the epidemic areas of quarantine infectious diseases;

(2) Implementing emergency medical measures such as temporary isolation and medical examination for patients with quarantinable infectious diseases, pathogen carriers, patients suspected of quarantinable infectious diseases and their close contacts;

(3) Controlling and sanitizing articles contaminated or possibly contaminated by pathogens of quarantine infectious diseases;

(four) emergency sanitation treatment of vehicles passing through epidemic areas and their parking places;

(5) Other health and quarantine measures that need to be taken.

The time limit for taking the traffic health and quarantine measures listed in the preceding paragraph shall be from the time when it is decided to implement them to the time when it is decided to lift them. Article 7 If any of the following circumstances is found on the means of transport in the epidemic area of non-quarantine infectious diseases, the health administrative department of the local people's government at or above the county level or the health administrative department of the administrative department of railways, transportation and civil aviation shall have the right to carry out traffic health quarantine on the means of transport, passengers and articles according to their respective functions and duties:

(1) It is found that infected rodents or rodents died abnormally, and the cause of death is unknown;

(2) Plague or cholera patients, pathogen carriers and suspected plague or cholera patients are found;

(three) to find other infectious diseases identified and announced by the State Council that need to be subject to domestic traffic health quarantine.

When one of the circumstances listed in the preceding paragraph is found on a train, ship or aircraft operating in a non-quarantine infectious disease epidemic area across provinces, autonomous regions and municipalities directly under the Central Government, the administrative department of health of the State Council, together with the administrative departments of railways, transportation and civil aviation of the State Council, may decide to carry out traffic health quarantine on the train, ship or aircraft, and instruct the train, ship or aircraft not to stop or pass through ports, airports and stations; However, it must be decided by the State Council if the trunk traffic is interrupted or the border is blocked due to the implementation of traffic health quarantine. Article 8 When a quarantinable infectious disease patient, pathogen carrier or suspected quarantinable infectious disease patient is found on a vehicle in a non-quarantinable infectious disease epidemic area, the person in charge of the vehicle shall organize relevant personnel to take the following temporary measures:

(1) Notify the front stop in the fastest way and report to the competent department of the vehicle operation unit;

(2) Patients with quarantinable infectious diseases, pathogen carriers, patients suspected of quarantinable infectious diseases and their close contacts;

(3) Blocking areas that have been polluted or may be polluted, and taking sanitary treatment measures such as prohibiting the discharge of pollutants;

(4) handing over the list of patients with quarantinable infectious diseases, pathogen carriers, patients suspected of quarantinable infectious diseases and their close contacts, and other passengers who need to be tracked and observed to the health administrative department of the local people's government at or above the county level;

(five) to carry out sanitary treatment on the means of transport and the environment that may be polluted that have carried patients with quarantinable infectious diseases, pathogen carriers and suspected patients with quarantinable infectious diseases.

The health administrative department of the local people's government at or above the county level or the administrative departments of railways, transportation and civil aviation where the vehicles are parked shall, in accordance with their respective functions and duties, take control measures in accordance with the provisions of the Law on the Prevention and Control of Infectious Diseases.
