Users with (1) code number should coordinate with the basic operators as soon as possible after obtaining the service access code.

(2) Users of short message service access codes that are used across provinces or nationwide shall file with the communications administrations of relevant provinces, autonomous regions and municipalities directly under the Central Government.

(3) The relevant basic operators shall report to the code number allocation agency all the short message service access codes that have been opened in this network in the previous quarter and the update of the short message service access codes in this network, including the newly added or terminated short message service access codes, at the beginning of each quarter 10.

(4) For non-operating short message services, users shall not be charged information fees, and relevant basic operators and code number users must strictly implement them.
