What do China Mobile mean by value-added service fee and SMS fee?

There are two kinds of SMS charges. One is to send short messages after you run out of short messages every month, and the other is to send them to numbers that can't contain short messages every month, such as voice information desk or dialing desk. Value-added service fees are also due to access to these, which may be forced during the process of surfing the Internet by mobile phones, or may be caused by replying to unsafe short messages.
