According to the relevant provisions of the second paragraph of the Notice of the People's Government of Changli County on Prohibiting and Restricting the Setting off of Fireworks and Firecrackers, the relevant provisions on setting off fireworks and firecrackers during the control of heavy polluted weather in our county are hereby notified as follows:

1.202 1 From February 8, 2008, it is forbidden to set off fireworks and firecrackers during the period of heavy pollution weather control in Changli County, and the lifting time will be notified separately.

Second, fireworks management

The public security department is the competent department in charge of the management of fireworks and firecrackers, and investigates and deals with illegal acts in violation of the provisions prohibiting the discharge of fireworks and firecrackers according to law. County emergency management bureau, county market supervision bureau, county transportation bureau and other departments shall cooperate with fireworks and firecrackers in accordance with the division of responsibilities. All towns, administrative committees, Changli Branch of the Municipal Bureau of Ecological Environment, County Housing and Urban-Rural Development Bureau, County Law Enforcement Bureau, County Civil Affairs Bureau, County Education and Sports Bureau, County Tourism, Culture and Broadcasting Bureau and other departments and units should give full play to their functional advantages and assist in the ban on fireworks and firecrackers in accordance with the division of responsibilities in the Work Plan for Controlling Fireworks and Firecrackers in Changli County.

Third, legal responsibility.

Fireworks are set off at the time and place where fireworks are prohibited, or in a way that endangers public safety and personal and property safety, and large-scale fireworks display activities such as fireworks parties are held without permission, the public security department shall order them to stop setting off, and the dischargers shall be given administrative detention of less than 15 days according to law.

This notice shall come into force as of the date of promulgation.
