According to the relevant regulations, the heating fee should be paid every year, but the new building can stop the heating fee within three years, but after it stops, it still has to pay less than 50%, which depends on the standards of the property company.

Stop heating is stipulated by the state, and it is stipulated by the people's government at the prefecture or provincial level, which is generally called the heating management measures or regulations. Heat users who stop using heat shall pay the basic fee for the operation of heating facilities to the heating enterprises. Measures for the collection of basic fees for the operation of heating facilities shall be formulated separately by the Municipal People's Government.

Article 1 In order to strengthen heating management, safeguard the legitimate rights and interests of heat users, heating enterprises and heat source production enterprises, ensure safe and stable heating, and promote the development of heating industry, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality.

Article 2 Units and individuals engaged in heating planning, construction, operation, management and heat use activities in urban built-up areas of this Municipality shall abide by these regulations.

Article 3 Heating shall follow the principles of unified planning, graded responsibility, safety protection, energy conservation and environmental protection, give priority to the development of central heating, encourage the use of clean energy for heating, and restrict and gradually cancel decentralized boiler heating.

Article 4 The municipal heating administrative department shall be responsible for the heating management in the urban built-up areas of this Municipality.

The district heating department is responsible for the heating management in this area according to the division of responsibilities.

Development and reform, planning and natural resources, finance, ecological environment, public security, market supervision and management, emergency management, urban management administrative law enforcement and other relevant departments shall do a good job in heating management according to their respective responsibilities.

Article 5 Encourage the research and popularization of new heating technologies, new equipment and new energy sources, strengthen the energy-saving transformation and information management of heating systems, improve the heating technology and management level, and gradually realize low-energy heating and heat metering.
