It is understood that people who can participate in the basic medical insurance for urban and rural residents in our province include: those who have household registration in this province and are not included in the coverage of the basic medical insurance system for urban employees, and retirees who cannot fully enjoy the basic medical insurance benefits for urban employees and are unable to pay them back; Students in school (kindergarten) with the status of this province, including Chinese, Hong Kong, Macao and Taiwan students and foreign college students studying in our province; Non-employees with household registration in other provinces who have obtained the residence permit of this province and have not participated in the basic medical insurance in their home countries; Foreigners who have obtained the residence permit of this province and are not included in the coverage of the basic medical insurance system for urban workers; Prisoners, including public surveillance, probation, parole and temporary execution outside prison; Other personnel who meet relevant regulations.

In 2023, the centralized collection period of basic medical insurance premiums for urban and rural residents in our province is from September 1 day to February 3 1 day; The treatment period is from June 65438+1 October 1 to February1. The payment standard is 350 yuan/person, which can be completed through online channels such as Hainan Provincial Taxation Bureau Electronic Taxation Bureau APP, aggregate QR code scanning, WeChat, Alipay, China UnionPay Express, etc.
