Four discussions and two public contents of the village Committee

The contents of "Four Discussions" and "Two Openness" of the village committee include: Four Discussions: the proposal of the village party branch meeting, the deliberation of the two village committees, the deliberation of the general party member meeting, the villagers' representative meeting or the resolutions of the villagers' meeting. Two publicity: the resolution is public and the implementation result is public.

Four discussions and two publicity refers to a set of basic working procedures for democratic decision-making on village affairs under the leadership of village party organizations, which is an effective working method explored and created by grassroots in practice. On June 4th, 2022, 65438 "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting Rural Revitalization in an All-round Way in 2022" proposed: improve the research and discussion mechanism of village party organizations on important issues and major issues, and comprehensively implement the system of "four discussions and two openness".

On the basis of extensive listening to opinions and careful investigation and demonstration, the village party branch put forward preliminary opinions and plans on major issues of the village and important issues related to the vital interests of the villagers, so that the proposal meets the requirements of the central government, provinces, cities, counties and townships, conforms to the actual development of the village and conforms to the wishes of the masses.

The village party branch organized a "two committees" meeting, presided over by the party branch secretary, to fully discuss and express their opinions on the preliminary opinions put forward by the village party branch. According to different situations, you can vote orally, raise your hand or by secret ballot, and form a deliberation opinion according to the principle that the minority is subordinate to the majority. Major issues agreed by the village "two committees" shall be submitted to general party membership meeting for discussion and deliberation.

Before the deliberation of general party membership meeting, the plan should be sent to all party member, fully brewed in party member, and the villagers' opinions should be solicited. General party membership meeting deliberation, the number of party member attending the meeting should account for more than two thirds of the total number of party member, deliberation matters should be approved by more than half of party member attending the meeting, submitted to the villagers' representative meeting or the villagers' meeting for voting.
