According to the requirements of the Notice of Fujian Provincial Department of Education on Doing a Good Job in the Qualification of Primary and Secondary School Teachers in 2022 (Fujian Teacher [2022]14), combined with the actual situation of our city, the relevant matters concerning the qualification of primary and secondary school teachers in our city in the second half of 2022 are hereby notified as follows:

First, determine the scope of the object.

Persons who have not reached the statutory retirement age of the country, meet the requirements of the country and our province, participate in the national primary and secondary school teacher qualification examination and obtain the qualification certificate of primary and secondary school teachers, or meet the requirements of graduate students in education and normal students who have obtained the "Certificate of Teachers' Professional Ability in Normal Schools" through the assessment of their educational and teaching abilities and are exempted from the examination within the validity period. Meet the above conditions, the personnel identified in our city also need to meet one of the following conditions:

(1) China citizens registered in Sanming area;

(2) China citizens holding valid residence permits in Sanming;

(3) Hong Kong, Macao and Taiwan residents who study, work and live in Sanming area with residence permits for Hong Kong, Macao and Taiwan residents, or mainland travel permit for taiwan residents who holds a permit for Hong Kong, Macao and Taiwan residents to travel to and from the mainland and is valid for five years, to take the qualification examination for primary and secondary school teachers in Sanming area;

(4) Active servicemen of the Ming Army (including armed police).

Second, the identification conditions

(a) abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law, and abide by teachers' professional ethics.

(2) Having good physical and psychological qualities, meeting the physical examination standards for applying for teacher qualifications, and passing the physical examination of medical institutions at or above Grade II A (county level) designated by the teacher qualification accreditation institution.

(three) in accordance with the "Teacher Law" provisions of the academic requirements.

1. To apply for kindergarten teacher qualification, you should have graduated from kindergarten normal school or above;

To apply for the qualification of primary school teachers, one should have graduated from a secondary normal school or above;

4. Those who apply for the qualifications of teachers in senior middle schools and teachers in secondary vocational schools and technical schools shall have a bachelor's degree or above in normal universities or other universities;

5. To apply for the qualification of an internship instructor in a secondary vocational school, one should have a college degree or above, and at the same time have a professional and technical position of assistant engineer or above or a technical level of intermediate worker or above.

(4) Reaching Grade B or above in the Standard of Putonghua Proficiency Test promulgated by the State Language Commission, among which Chinese teachers and teachers of Chinese as a foreign language should reach Grade A or above.

(5) If a teacher's qualification is revoked, he may not reapply for the teacher's qualification within 5 years from the date of revocation; Those who are deprived of political rights or have received criminal punishment of fixed-term imprisonment or above for intentional crimes cannot apply for teacher qualification.

Three. Accepting institutions and accreditation procedures

According to the relevant provisions of the state, the qualifications of practice instructors in senior middle schools, secondary vocational schools and secondary vocational schools are recognized by Sanming Education Bureau.

The qualifications of kindergarten, primary school and junior high school teachers shall be determined by the education bureaus of counties (cities, districts), and the specific determination time, objects and procedures shall be subject to the notice of the education bureaus of counties (cities, districts). Precautions:

1. The applicant shall go to the hospital designated in this notice in the county (city, district) where the household registration (or residence permit) is located within the medical examination time. Those who have not participated in the physical examination in the designated hospital or within the medical examination time shall not be taken as the basis for the teacher qualification examination, and the responsibility shall be borne by the applicant.

2. The medical examination expenses shall be borne by the applicants, and the medical examination results shall be collected by the on-site confirmation point. Any other inspection materials obtained by the applicant shall not be used as the basis for the physical examination of teachers' qualifications. (3) On-site confirmation

2. On-site confirmation of submitted materials

Note: If the certificate information cannot be verified in the teacher qualification system, the China Higher Education Certification Report should also be submitted at the same time (you can apply for the electronic certification report on the China Higher Education Student Information Online and print it yourself), otherwise it will be regarded as unqualified academic qualifications and will not be accepted. (5) The original certificate of Putonghua proficiency test level. If the certificate information has been verified in the teacher qualification certificate system, it may not be submitted. The certificate information verified by China Teacher Qualification Network may not be submitted. (7) The original physical examination form of the applicant for teacher qualification in Fujian Province. All the on-site confirmation points are collected at the medical examination hospital.

(8) Other certification materials required for the qualification of teachers.

(1) To apply for the qualification of an internship instructor in a secondary vocational school, the original and photocopy of the professional and technical post of assistant engineer or above or the technical grade certificate of intermediate workers or above shall also be provided.

(2) Hong Kong, Macao and Taiwan residents shall submit the certificate of no criminal record issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. If necessary, the applicant can apply for an application letter with no criminal record certificate at the on-site confirmation point.

Note: After the submitted materials are confirmed on site, the originals (excluding the certification materials and physical examination forms) will be returned to the applicant, and other materials will be submitted to the site confirmation point in the above order. If the materials submitted by the applicant are incomplete or do not meet the requirements, they shall be completed before the end of the on-site confirmation time.

(4) Examining and approving and issuing certificates.

After the on-site confirmation, each on-site confirmation point will submit the relevant materials submitted by the applicant to the Municipal Education Bureau for review, and the review and confirmation work will be completed before June 20, 2022. Issue teacher qualification certificates to qualified applicants, print the teacher qualification application form, and issue it to the applicants at the on-site confirmation point. (5) Other precautions

1. Applicants are requested to make online declaration, participate in physical examination and confirm on the spot according to the time, place and requirements specified by the accreditation body. Applicants can log in to the online registration system and modify the information before on-site confirmation. If the application is not completed within the specified time due to reasons such as missing the application time, choosing the wrong accreditation institution or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation institution will not be able to accept it, and the responsibility will be borne by the applicant.

2. Applicants should truthfully submit relevant materials, and those who deliberately resort to deceit to cheat teachers' qualifications will be punished according to relevant state regulations.

3. According to the requirements of the Opinions of the People's Procuratorate, the Ministry of Education and the Ministry of Public Security on Establishing an Information System for Teachers' Access to Inquire about Sexual Offences, and according to the overall arrangement of the Ministry of Education, the public security department will assist the education department to carry out information inquiry and implement the information system for teachers' access to inquire about sexual assault crimes.
