Can skype track messages?

The international police, Australian and Canadian police couldn't find the terrorists contacted by skype. Therefore, SMS sent by skype cannot be tracked. Skype can make high-definition voice calls with other users, make domestic and international calls, and make direct calls through landlines, mobile phones and PHS, which can realize call forwarding, SMS sending and other functions.
