E-Pass application needs to be filled in and applied online. Note that the applicant should be the legal entity receiving and delivering goods, and the transported materials should conform to the category of key materials. The origin or destination of key materials transportation is in a high-risk area, and the information provided is complete and true. I. Application for Vehicle Pass under 4.5t

1. Apply process

Pass by the city epidemic in emergency headquarters unified printing, issued to the Municipal Transportation Bureau, the Municipal Health Bureau, the Municipal Public Security Bureau, the mouth long units and towns.

The vehicle pass to ensure the transportation of goods for daily necessities shall be applied by the carrier or the carrier unit to the centralized management department at a lower level, which is mainly used to ensure the supply of production and daily necessities in the control area. An application form for emergency vehicle pass (see the attachment at the end of the article for details) should be submitted with relevant certification letters, indicating the types of transportation materials, transportation places and transportation personnel. (It can be issued by the relevant administrative department).

2. Special instructions

The Emergency Vehicle Pass for Epidemic Prevention and Control is a pass for vehicles during traffic control. The validity period is 15 days, and one vehicle and one license are implemented. It is for personal use only and shall not be lent or misappropriated. Strictly abide by the epidemic prevention regulations when using, and actively cooperate and show them when checking the road surface. Any violation will be dealt with severely according to the epidemic prevention regulations.

In order to do a good job in the prevention and control of freight logistics epidemic, ensure smooth traffic, and handle the key materials transport vehicle pass efficiently and conveniently, Sichuan Province decided to officially launch the key materials transport vehicle electronic pass (hereinafter referred to as "electronic pass"). The relevant matters are hereby announced as follows:

(a), electronic pass style

Unify with the national standard system, and add the verification QR code in the upper right corner.

(2) Opening time

Officially opened on May 9, 2022.

(iii) Scope of application

E-pass is used for key materials transport vehicles entering and leaving epidemic-related areas (high-risk areas) across provinces. Key materials include but are not limited to: medical and prevention and control materials, daily necessities, government reserve materials, postal express and other livelihood materials, as well as important production materials such as agriculture, energy, raw materials and key industrial products.

Second, the application method

(1) Application conditions. The applicant shall be the legal entity of receiving and delivering goods, the transported materials meet the category of key materials, the origin or destination of key materials transportation is in the middle and high risk area, and the information provided is complete and true.

(2) Application method. After the applicant completes the account registration (login) through the Sichuan government service network, click on the picture "Application for Vehicle Pass for Transportation of Key Materials in Sichuan Province" in the lower right corner to enter the corresponding application form and fill in the form online.

(3) License generation. The system uses automatic approval and automatic numbering to generate electronic passes, and calls the "Special Seal for Sichuan Transportation electronic certificate" for unified signature. The issuing authority of the pass is "Sichuan Provincial Department of Transportation Road Transportation Administration".

(4) License collection. After the applicant logs into the enterprise account through the Tianfu General Office APP, he/she enters my/enterprise license/add license, and can view the electronic pass after completing the addition of the electronic communication voucher information of the key materials transportation vehicle.

(5) License display.

1. Image display. The applicant provides a screenshot of the electronic pass for the driver to use.

2. Print the presentation. The applicant downloads the electronic pass through the Sichuan Provincial Government Service Network, prints it and gives it to the driver for use.

3. Application display. The applicant inputs the functions of "My"/"Enterprise License"/"Electronic Communication Voucher for Key Material Transport Vehicles"/"I want to authorize" to authorize the corresponding driver to collect it. The driver logs into his personal account through the Tianfu General Office APP, enters my/license authorization/authorization record, and uses the electronic pass. (At present, this display mode is being debugged. )

Third, numbering rules.

The number of electronic pass *** 12 consists of administrative division code (6 digits) and serial number (6 digits), where the serial number starts from 0000 1.

Fourth, the inspection method

Scan the e-pass QR code presented by the driver through the "Sweep" function of mobile phone WeChat or Tianfu Tong Office (e-pass does not support Alipay and nail scanning code verification for the time being) to see if the display results are consistent with the contents presented by the driver. You can also call the card issuing company information verification telephone number 028-86787 127 to verify the authenticity. The green QR code is a valid pass in the normal state, the gray QR code is an invalid pass, and the red QR code is an invalid pass in the expired state.

5. The certificate is valid and invalid.

According to the transportation plan submitted by the applicant, the validity of the e-pass will be extended for 3 days until the end of the transportation task. The longest validity period of e-pass is no more than one month. If the original electronic pass is within the validity period (transportation task is completed or cancelled in advance), you need to apply for a new electronic pass, and you can reapply through the system. After the application is completed, the original electronic pass will automatically become invalid.

Matters needing attention about intransitive verbs

1, the pass is only for operating vehicles, and non-operating vehicles cannot apply;

2. The place of origin of the permit application must be an epidemic area, and the place of origin is a non-epidemic area, so it is impossible to apply (the epidemic area is subject to the official notice of the Health and Health Commission);

3. The pass must be applied for with a legal person account, but not with a personal account;

4. After automatic review, the review time after application is 10-30 minutes. After the approval, SMS will be notified;

5. If the pass cannot be downloaded, the permit is blank after downloading, or the permit has not been signed in the APP of Tianfu Office or Sichuan Government Service Network, you can apply for it again after the transportation is finished (refer to Step 11 of the Operation Manual for Applying for Electronic Pass for Ending Transportation Operation).

Article 25 Whoever commits one of the following acts shall be detained for not less than five days but not more than ten days, and may also be fined not more than five hundred yuan; If the circumstances are relatively minor, they shall be detained for not more than five days or fined not more than five hundred yuan:

(a) spreading rumors, lying about dangerous situations, epidemic situations, police situations or deliberately disturbing public order by other means;

(two) throwing fake explosions, toxic, radioactive, corrosive substances or infectious disease pathogens and other dangerous substances to disturb public order;

(3) Threatening to set fire, explode or throw dangerous substances to disturb public order.

Road traffic safety law

Article 8 The State practices a motor vehicle registration system. Motor vehicles can only be driven on the road after being registered by the traffic management department of the public security organ. If an unregistered motor vehicle needs to travel on the road temporarily, it shall obtain a temporary pass permit.

Article 9 To apply for motor vehicle registration, the following documents and vouchers shall be submitted:

(a) the identity certificate of the owner of the motor vehicle;

(2) Proof of the origin of the motor vehicle;

(3) The factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle;

(four) vehicle purchase tax payment certificate or tax exemption certificate;

(5) Other certificates and vouchers required by laws and administrative regulations when registering motor vehicles.

The traffic administrative department of the public security organ shall complete the examination and verification of motor vehicle registration within five working days from the date of accepting the application, and shall issue the motor vehicle registration certificate, license plate and driving license to those who meet the conditions specified in the preceding paragraph; If the applicant does not meet the conditions specified in the preceding paragraph, it shall explain to the applicant the reasons for not registering.

Except as otherwise provided in this Law, no unit or individual other than the traffic administrative department of the public security organ may issue motor vehicle number plates or require motor vehicles to hang other number plates. The style of motor vehicle registration certificate, license plate and driving license shall be stipulated and supervised by the public security department of the State Council.
