Formula fertilizer refers to a fertilizer that is compounded (mixed) or blended with nitrogen, phosphorus, potassium and other chemical fertilizers as the main raw materials according to the crop fertilization formula in a certain area. It is the concentrated expression and physical and chemical carrier of the technical achievements of soil testing and formula fertilization. Practice in recent years has proven that the promotion and application of formula fertilizer is an effective way to promote scientific fertilization technology. It not only optimizes the fertilization structure, but also achieves quantitative fertilization. It not only promotes increased production and efficiency, but also promotes energy conservation and emission reduction. It is welcomed by the majority of farmers. In order to further promote soil testing and formulated fertilization, accelerate the promotion and application of formulated fertilizer, and effectively improve the implementation rate and coverage rate of soil testing and formulated fertilization technology, the following opinions are hereby put forward.

1. Standardize the formulation and release of fertilizer formulas

(1) Do a solid job in basic work. The agricultural department must conscientiously organize and carry out periodic soil testing and regular field fertilizer efficiency tests in the county's "three-year cycle", continuously improve the bulk crop fertilization indicator system, accelerate the establishment of the horticultural crop fertilization indicator system, and timely update the soil testing formula fertilization database. Promote and apply the county soil testing expert consultation system for fertilizer formulas to provide technical support for optimizing fertilizer formulas and fertilization plans.

(2) Scientifically formulate fertilizer formulas. The agricultural department must establish and improve the formation mechanism of fertilizer formulas, implement national and relevant industry standards, and establish an expert consultation and review system. County-level agricultural departments should formulate fertilizer formulas based on soil testing, field fertilizer efficiency tests, verification test results and crop target yields, and integrate the opinions of experts in soil fertilizers, crop cultivation, seeds and fertilizer production processes to improve the quality of fertilizer formulas. Scientificity and applicability. Provincial agricultural departments should organize experts to summarize, refine and review fertilizer formulas in counties, classify and merge similar fertilizer formulas in different regions and crops, and form a "big formula" of basal fertilizer suitable for larger areas and more crops. It is convenient for fertilizer companies to produce and supply in batches. County-level agricultural departments should follow the technical route of "large formula, small adjustments" and appropriately adjust the base fertilizer and top-dressing programs for crops in the county according to the regional "big formula" of crop base fertilizer to meet farmers' diversified and personalized fertilization needs.

(3) Timely release of fertilizer formula information. The agricultural department should regularly release to the public through the media information on the fertilizer formulas, applicable areas, and demand for formula fertilizers for major crops within its jurisdiction, and guide the majority of fertilizer companies to produce and supply formula fertilizers according to prescriptions. It is necessary to promptly update county soil testing formula information, update the county soil testing formula fertilization expert consultation system, and provide village-level and farmer fertilizer information and fertilization technical solutions to grass-roots fertilizer distribution outlets, so as to facilitate grass-roots outlets to prepare and supply fertilizers to farmers according to prescriptions. At the same time, a column for soil testing and formula fertilization at the village level was established, fertilization formulas and fertilization technical plans were announced, and fertilization suggestion cards were issued to guide farmers to purchase fertilizer according to the prescription and apply it scientifically.

2. Expand the production and supply of formula fertilizer

(4) Actively expand the production of formula fertilizer. The industry and information technology department must follow the national fertilizer industry development plan, adapt to energy conservation and emission reduction requirements, guide enterprises to optimize industrial layout, adjust fertilizer production structure, and gradually build an industrialized pattern of formulated fertilizer based on demand based on scientific fertilization. Fertilizer companies must produce and supply formula fertilizers in accordance with the fertilizer formulas and demand quantities announced by the agricultural department. Fertilizer companies must pay attention to scientific and technological progress, improve production processes, promote industrial upgrading, reduce the proportion of secondary granulated formula fertilizers year by year, and effectively reduce energy waste. The production of blended formula fertilizers should focus on solving particle size problems such as raw material fertilizers to facilitate blending, transportation and application. Fertilizer companies must establish a production and supply account for formula fertilizers to achieve quantity and quality traceability. Fertilizer companies must improve their quality management systems in accordance with the law, ensure product quality, improve service methods and means, and realize corporate social value.

(5) Build a formula fertilizer distribution service network. The agricultural department should select a group of rural fertilizer distribution outlets with honest operations and standardized services among the existing fertilizer distribution outlets, conduct unified listing, unified management, unified training, and cultivate a grassroots formula fertilizer distribution service network.

Production companies establish ledgers based on production batches, and distribution companies establish ledgers based on purchase batches. The flow of products from manufacturing companies should be consistent with the ledgers of distribution companies and retail terminals, so that the ledgers are authentic, verifiable and traceable. The agricultural department, together with the industry and information department, will compile statistics on the production and sales of formula fertilizers in the region every six months. In conjunction with the implementation of the soil testing and formula fertilization subsidy project, the provincial agricultural department is responsible for reporting the production, sales, and use of formula fertilizers in its jurisdiction to the national soil testing and formula fertilization data management platform. Formula fertilizer production and supply enterprises should provide active cooperation.

(12) Strengthen the quality supervision of formula fertilizers. Departments such as agriculture, industry and information technology have strengthened labeling management and quality supervision of formulated fertilizers. If the quality is unqualified or the labeling is not standardized, the enterprise will be ordered to make rectifications. If the rectifications are not completed within the prescribed period, the qualification of the cooperative pilot enterprise will be cancelled. Publicize the service supervision and reporting hotline at grass-roots formula fertilizer sales and service outlets. If there is a report and verification that there is a lack of nutrients, illegal reduction of nutrients, or substandard products, the designated service qualification will be cancelled, and the company will be dealt with in accordance with laws and regulations. Formula fertilizer production enterprises that comply with the relevant provisions of the "Regulations on the Administration of Industrial Product Production Licenses" shall obtain an industrial product production license in accordance with the law.
