At present, the epidemic situation in COVID-19 in China is characterized by multiple spots, wide areas and multiple occurrences. The situation of prevention and control is severe and complicated, and the pressure of external defense investment persists. Many cases of positive infection were found among returnees from other provinces in our province and our city. In order to further implement the overall strategy of "external defense investment and internal defense rebound", we will further do a good job in the prevention and control of epidemic situation in our city, and are hereby notified as follows:

First, strict code scanning inspection. All kinds of administrative organs, enterprises and institutions, supervision places, schools, public places, cultural and tourist places, hospitals, pharmacies, enterprises, market entities and other units must take the initiative to apply for "place code" in accordance with the requirements of "one gate, one yard and one channel", and arrange special personnel to supervise the implementation of prevention and control measures such as wearing masks, taking temperature, scanning "place code", checking health codes and travel cards. Once an exception is found, it should be handled in strict accordance with the exception handling process specification.

Second, strict reporting in advance and "landing inspection". All the people from other provinces who come to benefit must report to the village where the destination is located one day in advance, hold the negative certificate of nucleic acid test within 48 hours, take nucleic acid samples from "three stations and one field", traffic health service station or destination village for "landing inspection", and do the second nucleic acid test on the third day after the benefit. Before the second test results come out, do not participate in gathering activities, enter crowded public places or take buses.

Third, strictly check the negative proof of nucleic acid testing. Take high-speed rail, train, inter-provincial long-distance passenger transport, inter-provincial passenger ship and other means of transport must hold a negative certificate of nucleic acid test within 48 hours; Enter a scenic spot, stay in a hotel, etc. You must hold a negative certificate of nucleic acid test within 72 hours and cooperate with the inspection. Passengers without negative proof of nucleic acid test are advised to take nucleic acid samples nearby. Special people such as infants under 3 years old can not check the negative certificate of nucleic acid test.

Fourth, strict closed-loop control of trucks from other provinces. Truck drivers from other provinces should take nucleic acid samples from the first traffic health service station in Yili, provide epidemic prevention and health services in the form of "taking, staying and chasing", and register information. Once the nucleic acid test results are found to be abnormal, truck drivers should do personal protection and report to the local epidemic prevention and control department. If the health code is abnormal, the individual promises to implement closed-loop management from the traffic health service station to the work destination, and the traffic card will be released after notifying the destination. Lion truck drivers and passengers in areas with high spillover risk should cooperate with full closed-loop management as required.

Fifth, strict accountability. Individuals and units that do not comply with this notice will be held accountable according to the circumstances. If the circumstances are serious, the public security organ will handle it according to the law. If serious consequences are caused, criminal responsibility shall be investigated according to law.

This notice shall come into force as of the date of promulgation. If there is any adjustment, it will be notified separately.
