Regulations of Suzhou Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to guide and advocate civilized behavior, improve the civilized quality of citizens, carry forward the traditional virtues of the Chinese nation, practice socialist core values and enhance the level of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related activities within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies socialist core values, meets the requirements of socialist morality, maintains public order and good customs, leads good social customs, and promotes social civilization and progress in the new era. Article 3 The work of promoting civilized behavior should carry forward the Suzhou spirit of advocating wisdom, openness and tolerance, striving for Excellence, harmony and order, comprehensively promote the construction of social morality, professional ethics, family virtues and personal morality, consolidate the achievements of creating civilized cities, and build a national civilized model city. Article 4 Advocating civilized behavior is the common responsibility of the whole society.

Civilized behavior promotes the principle of combining rule of law with rule of virtue, advocacy with governance, self-discipline with heteronomy, and encouragement with punishment.

The work of promoting civilized behavior should establish a working mechanism of unified leadership of the Party committee, government-led promotion, division of responsibilities among departments, social coordination and public participation. Fifth city and county-level city (District) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan and annual plan, formulate relevant policies and measures, establish a job evaluation system, and include the required work funds in the fiscal budget.

The town people's government and sub-district offices shall do a good job in the propaganda of civilized behavior within their respective jurisdictions. Sixth city, county-level city (District) spiritual civilization construction steering committee is responsible for promoting civilized behavior, improve the working system and mechanism, formulate work plans, coordinate and solve major problems.

City, county-level city (District) spiritual civilization construction steering committee office is responsible for the daily work of the spiritual civilization construction steering committee, perform the following duties:

(a) to guide and coordinate the relevant departments and units to carry out the work of promoting civilized behavior;

(two) to organize the implementation of the evaluation of the promotion of civilized behavior, and to supervise and inspect the implementation of the promotion of civilized behavior;

(3) promoting the key governance of uncivilized behavior;

(four) regularly organize the evaluation of civilization index;

(five) to carry out propaganda and work experience exchange activities such as socialist core values and civilized behavior norms;

(six) to deal with suggestions and complaints about the propaganda of civilized behavior;

(seven) other duties as prescribed by laws and regulations.

Education, Internet information management, public security, urban management, natural resources and planning, housing and urban and rural construction, transportation, health, market supervision and management, agriculture and rural areas, commerce, culture, radio and television, tourism, civil affairs and other departments shall, according to their respective responsibilities, do a good job in promoting civilized behavior. Seventh trade unions, Communist Youth League, women's federations and other people's organizations should do a good job in the propaganda of civilized behavior within their respective scope of work.

Residents' committees and villagers' committees should strengthen the propaganda and guidance of civilized behavior, assist in the related work of propaganda of civilized behavior, carry out activities to create civilized communities and civilized villages, and promote the inclusion of civilized behavior norms in residents' conventions and village rules and regulations.

Enterprises, institutions, social organizations and individuals should actively participate in the propaganda of civilized behavior.

Public officials, deputies to the National People's Congress, CPPCC members, advanced model figures and public figures should play an exemplary role in advocating civilized behavior. Article 8 Municipal and county-level city (district) people's governments shall improve the working mechanism of complaints, reports and handling of uncivilized behaviors, and accept complaints and reports of uncivilized behaviors through the government service hotline 12345.

Any unit or individual has the right to put forward opinions and suggestions on the propaganda of civilized behavior; Have the right to discourage uncivilized behavior, and those who do not listen to dissuasion can complain and report to 12345 government service hotline or relevant departments.

Legal records made by the public in the form of taking photos, audio recordings and video recordings of uncivilized behaviors may be submitted to the administrative law enforcement departments for law enforcement reference. Chapter II Code of Civilized Conduct Article 9 Citizens should firmly establish the concept of the state, love the party, patriotism and socialism, safeguard national security, honor and interests, and safeguard national unity and national unity; Actively participate in patriotic education and practice activities, respect and care for the national flag, correctly use the national emblem, and standardize the performance, performance and use of the national anthem. Article 10 Individuals who live, work, study, travel and engage in other activities within the administrative area of this Municipality shall consciously abide by the norms of civilized behavior, resist uncivilized behavior and safeguard public order and good customs. Eleventh support and encourage the practice of the following civilized behavior:

(1) Be courageous;

(2) Participating in public welfare activities such as helping the poor and the disabled, psychological care, learning from each other, emergency rescue and disaster relief, ecological environment protection, games-time service, medical rescue, traffic guidance, public security prevention, community service, etc.

(three) to participate in blood donation, donation of hematopoietic stem cells, human organs (tissues) and remains;

(four) to participate in the rule of law publicity and legal aid activities;

(five) to participate in the publicity and protection activities of cultural heritage such as historical and cultural cities;

(6) Other civilized behaviors that need to be supported and encouraged.
