Article 3 In order to optimize the business environment, we should adhere to the principles of marketization, rule of law and internationalization, take the demand of market participants as the guide, focus on the transformation of government functions, continue to deepen decentralization, combine decentralization with management, optimize services, continue to optimize the market environment, government environment and rule of law environment, practice the service concept of "being responsive and doing nothing", benchmark the international and domestic advanced levels, and create convenient trade and investment, efficient administrative management and standardized government services. Article 4 People's governments at all levels should strengthen the organization and leadership in optimizing the business environment, adhere to the problem-oriented, goal-oriented, demand-oriented and result-oriented principles, establish and improve the working mechanism of optimizing the business environment as a whole, improve the joint meeting mechanism of service market participants, and coordinate and solve major problems in optimizing the business environment in a timely manner. The principal responsible persons of people's governments at all levels are the first responsible persons to optimize the business environment.

The development and reform department of the provincial people's government is the competent department in charge of optimizing the business environment in this province, and is responsible for guiding, organizing and coordinating the daily work of optimizing the business environment. The working departments determined by the people's governments of cities and counties with districts are specifically responsible for organizing, coordinating and optimizing the daily work of the business environment. Relevant departments should do a good job in optimizing the business environment according to their respective responsibilities. Article 5 The people's governments at or above the county level shall incorporate the work of optimizing the business environment into the government performance appraisal, so as to realize the institutionalization and normalization of the business environment evaluation.

Chapter II Market Environment Article 8 The people's governments at or above the county level and their relevant departments shall give full play to the decisive role of the market in resource allocation, build a service system covering the whole life cycle of market participants, and continuously optimize the business environment in terms of market access, financing and credit, fair competition, market withdrawal, and protection of market participants. Article 9 People's governments at all levels and relevant departments shall protect the business autonomy, property rights and other legitimate rights and interests of market participants according to law, and protect the personal and property safety of producers and operators.

No unit or individual may interfere in matters such as pricing, internal governance and business model. , shall be decided by the market subject independently according to law, and shall not be assessed in any form to the market subject, and shall not illegally implement administrative coercion or other acts that infringe on the legitimate rights and interests of the market subject and its operators. Article 10 People's governments at all levels and relevant departments shall improve the mechanism for protecting the rights and interests of small and medium-sized investors, guarantee their right to know, participate and supervise, and provide convenience for them to safeguard their legitimate rights and interests. Article 11 The people's governments at or above the county level and their relevant departments shall promote the construction of unified business norms, data standards and service platforms for the registration of market entities, optimize the start-up process of enterprises, shorten the start-up time of enterprises, realize one-form application, one-window payment, one-day settlement and zero charge for enterprises, and enhance the convenience of enterprises. Article 12 People's governments at or above the county level and their relevant departments should further promote the reform of "separation of licenses", and all administrative examination and approval items involving market access should be included in the scope of "separation of licenses" reform, so as to realize the simultaneous handling of "issuing licenses first and then reducing licenses" or "access" and "quasi-operation".

The people's governments at or above the county level and their relevant departments should promote the reform of "one photo with multiple addresses" and "one address with multiple photos", simplify the registration procedures for enterprises to set up branches, relax the restrictions on the registered business places of market entities such as small and micro enterprises and individual industrial and commercial households, standardize the business scope and reduce operating costs. Article 13 People's governments at or above the county level and their relevant departments should continue to relax market access, implement a unified national negative list system for market access, implement a national treatment plus negative list management system for foreign investment before entry, and comprehensively clean up policy documents that violate market access management regulations.

The provincial administrative department shall, jointly with the relevant administrative departments, determine the list of administrative licensing items, implement dynamic adjustment, and make regular announcements to the public. In addition to the list of administrative licensing items, administrative licensing shall not be set illegally or in any other form in disguised form.
