In order to thoroughly implement the spirit of the important speech delivered by the General Secretary at the overall meeting on epidemic prevention and control and economic and social development in COVID-19, conscientiously implement the relevant decision-making arrangements of the CPC Central Committee and the State Council, strengthen epidemic prevention and control in the fields of housing construction and municipal infrastructure projects, and promote enterprises to resume work in an orderly manner, relevant matters are hereby notified as follows:

First, firmly establish a sense of the overall situation and promote enterprises to return to work in an orderly manner.

(a) promote enterprises and projects to start work in different regions and at different levels. (3) Strengthen the quality and safety management of the construction site. Local competent departments of housing and urban and rural construction at all levels should strengthen the supervision of project quality and safety during the resumption of work, strengthen risk judgment, formulate countermeasures, and innovate the supervision mode to prevent quality and safety accidents. For projects to be resumed in the near future, it is necessary to simplify the procedures related to project quality and safety, optimize the procedures related to project quality and safety, encourage the notification commitment system, and strengthen post-event supervision. After the outbreak is lifted, relevant procedures can be allowed. For managers who can't return to their posts due to the epidemic situation, enterprises are allowed to arrange other personnel with corresponding qualification certificates to temporarily fill their posts, so as to speed up the start and resumption of the project. Supervise and urge enterprises to implement the main responsibility of safety production, strengthen the inspection of safety production conditions before construction projects start to resume work, focus on the investigation of safety hazards of deep foundation pits, lifting machinery, high-formwork and urban rail transit projects, strengthen the disclosure of quality and safety, health and epidemic prevention before personnel enter the site, and strictly prohibit the construction projects with insufficient preparation, inadequate preventive measures and inadequate hidden dangers management from starting to resume work. Coordinate and promote the coordinated resumption of work in the upstream and downstream of the construction industry chain, strengthen the communication between upstream and downstream supporting enterprises, and assist enterprises to solve the problems such as the shortage of raw materials or the sharp rise in prices in the short term that may be caused by centralized resumption of work. Strengthen the employment security of enterprises, do a good job in peer-to-peer service guarantee for migrant workers returning to their hometowns, guide the main export and import places of migrant workers to do a good job in docking and serving migrant workers returning home, and encourage the use of direct transportation methods such as peer-to-peer chartered cars to reduce the risk of scattered travel. Conduct a survey on the employment demand of construction sites, timely release the employment demand information, encourage enterprises to give priority to recruiting local migrant workers, and guide enterprises to take short-term paid loans and other ways to adjust each other's employment surplus and deficiency. Support enterprises to carry out on-the-job training for migrant workers, encourage qualified areas to set up subsidy funds for returning home employment, provide subsidies for migrant workers to charter cars, live and train, and solve the worries of migrant workers returning home for employment.

(7) Effectively reduce the financial burden of enterprises. We will speed up the clearing of debts owed by government departments and state-owned enterprises to private enterprises, establish and improve a long-term mechanism to prevent arrears, and prohibit the government and state-owned investment projects from requiring enterprises to contract with capital in various ways. The construction unit shall pay the project payment in full and on time in accordance with the contract, so as to avoid the formation of new arrears. Standardize the project price settlement, the government and state-owned investment projects shall not take the audit conclusion of audit institutions as the basis for project settlement, and the construction unit shall not refuse or delay the project settlement and project payment on the grounds that the final accounts audit is not completed. Strictly implement the relevant provisions of the deposit in the field of engineering construction, and the deposit should be returned in time when it expires. If the deposit is not returned according to the regulations or the contract, the deposit receiver shall pay the enterprise a penalty for overdue return. Optimize the management of migrant workers' wage deposit, and the newly started projects during the epidemic prevention and control period can temporarily not collect migrant workers' wage deposit.

Third, accelerate industrial transformation and enhance industrial governance capabilities.

Conditional engineering projects should relatively isolate the work area, office area and living area, and the construction site should be divided into work areas, and personnel information in the areas should be recorded regularly according to work characteristics.

(9) Vigorously promote the digital transformation of enterprises. Enterprises should strengthen information construction, arrange work online, implement quality and safety management, hold meetings, report the situation, recruit teams, and purchase building materials and mechanical materials. Promote the application of technologies such as big data, Internet of Things, Building Information Model (BIM) and unmanned aerial vehicles, improve work efficiency, and reduce people's gathering and disorderly flow.

(ten) actively promote the construction of e-government. We will fully implement electronic bidding and remote bid evaluation in different places, and all businesses that do not need to go to the site will be handled online. Emergency engineering projects involving epidemic prevention and control or special circumstances necessary to ensure the operation of the city may not be invited for bidding with the consent of relevant departments. Vigorously promote the whole process of online processing of construction permits and electronic licenses, and further simplify the approval process. Conditional areas can adopt the mode of "online declaration, online examination and approval, and self-service accreditation", which is no longer handled by the government service window on the spot.

(eleven) to promote the reform of the qualification approval notification commitment system. The implementation of qualification declaration, examination and approval, publicity, announcement and other business "one network to do", to encourage the use of mail and other ways to obtain certificates. All localities can further expand the scope of application of the notification commitment system for examination and approval, reduce the qualification application materials and improve the efficiency of examination and approval.
