By issuing citizen cards to citizens in Hangzhou, the project establishes a personal information exchange system and a citizen service application system in Hangzhou, so as to facilitate citizens to handle personal affairs and business applications and facilitate government management.

According to the "Measures for the Administration of Citizen Cards in Hangzhou", citizen cards are issued to citizens with household registration in Hangzhou. Non-Hangzhou household registration personnel who have a stable job in Hangzhou and have participated in any of the basic medical insurance and basic old-age insurance in Hangzhou can apply for issuing social security cards.
