First, clear the insured object
New employees who rely on the Internet platform for employment and have not established labor relations with new business platform enterprises; Individual industrial and commercial households and their employees; Part-time employees who have not participated in the basic medical insurance for employees of the employer; Self-employed (freelancer); Flexible employees of legal working age who have participated in the basic medical insurance for urban and rural residents, as well as other flexible employees, may voluntarily participate in employee medical insurance as individuals.
Flexible employees with Xi household registration, Xi residence permit and Hong Kong, Macao and Taiwan resident residence permit who have not participated in the basic old-age insurance for enterprise employees can also participate in employee medical insurance.
Two, the establishment of payment base and proportion.
In principle, the basic medical insurance premium shall be paid according to the sum of the average salary of employees in full-caliber urban units in the last year and the contributions of units and individuals in the overall planning area. All localities can also appropriately reduce the payment base according to the operation of the medical insurance fund in the region.
Third, large supplementary medical care.

1. A waiting period of no more than 3 months may be set for flexible employees who participate in employee medical insurance for the first time in the overall planning area.

Enjoy the waiting period and continue to pay the basic medical insurance premium according to the regulations, and enjoy the medical insurance benefits for employees stipulated in the overall planning area.

Within 3 months after the interruption of payment, or in a co-ordination area to participate in employee medical insurance and transferred to the co-ordination area within 3 months, the insured individuals can be regarded as continuous insured after making up the basic medical insurance premium during the interruption according to the provisions of the co-ordination area, without waiting period, and enjoy the medical insurance benefits for employees stipulated in the co-ordination area from the date of payment.
4. For two consecutive years (including two years), the insured who participated in the basic medical insurance in the overall planning area changed from residents' medical insurance to employees' medical insurance due to changes in personal employment status, and the payment was suspended for no more than three months, so they can enjoy the medical insurance benefits for employees stipulated in the overall planning area from the date of payment.
5. If the flexible employees fail to pay the medical insurance premiums of employees in full and on time, they will temporarily stop enjoying the medical insurance benefits of employees from the second natural month. In principle, if normal payment is resumed within 3 months, the medical expenses incurred after normal payment are reimbursed by the employee medical insurance fund according to regulations; Flexible employees who have not paid medical insurance premiums for employees for more than 3 months, and then re-pay, can set a waiting period of not more than 3 months.
6. Those who have reached the national legal retirement age and paid medical insurance premiums for employees will not pay medical insurance premiums for employees and enjoy the treatment of medical insurance retirees for employees if they have reached the prescribed number of years in the overall planning area; Those who have not reached the prescribed period of time can continue to pay fees to the prescribed period of time, or flexible employees can enjoy the treatment of medical insurance retirees according to the provisions after paying the basic medical insurance premium in one lump sum according to the provisions of all overall planning areas. Shall not receive the basic old-age insurance benefits for employees as a prerequisite for the insured to enjoy the medical insurance benefits for employees and retirees.

Flexible employees can pay through the tax service hall, bank outlets, WeChat, Alipay, mobile APP and other methods announced by the tax authorities.
