According to the "Shenzhen Release" news, on the 6th, the Shenzhen Municipal People's Government issued "Several Measures to Solidly Promote Stable Economic Growth", proposing 30 measures from 6 aspects. It will come into effect on the date of issuance and will be valid until the end of 2022.

1. Take multiple measures to reduce the burden on market entities

1. Promote the "direct and quick enjoyment" of excess tax refunds. Accelerate the implementation of the national policy to expand the scope of industries for full refund of value-added tax credits, eligible wholesale and retail industries, agriculture, forestry, animal husbandry, fishery, accommodation and catering industries, resident services, repairs and other service industries, education, health Enterprises in 7 industries, including social work, culture, sports and entertainment, can apply for a full monthly refund of the incremental retained tax and a one-time refund of the existing retained tax starting from the tax declaration period in July 2022. 2. Increase unemployment insurance to stabilize employment. Implement the national and provincial unemployment insurance return policy for job stabilization, and increase the job stabilization refund ratio for large enterprises from 30% to 50%. Large enterprises that have previously refunded at a ratio of 30% will make up the difference in a timely manner.

3. Implement unemployment insurance and job retention training subsidies. A one-time subsidy of 500 yuan per insured employee will be issued to all insured enterprises that are temporarily unable to produce and operate normally due to the severe impact of the epidemic.

4. Strengthen support for job expansion. For enterprises that recruit graduating college graduates, sign labor contracts and participate in unemployment insurance, a one-time job expansion subsidy of 1,500 yuan per person will be provided, which will not be duplicated with the one-time employment subsidy.

5. Reduce the cost of water, electricity and gas. For small and micro enterprises and individual industrial and commercial households that have temporarily encountered production and operation difficulties due to the epidemic, water, electricity, and gas will not be cut off during the period from June to November 2022, and late payment fees incurred during this period will be waived. Users in industrial parks that have completed power supply transformation will all implement direct power supply prices in accordance with policies. More than 850 industrial parks will have completed power supply transformation by the end of the year. Vigorously rectify water and electricity price increases in urban villages, speed up relevant legislative work, and provide law enforcement basis for investigating and punishing illegal water and electricity price increases in urban villages. The average broadband and dedicated line tariffs for small, medium and micro enterprises will be reduced by another 10% in 2022.

6. Encourage all types of property owners to reduce or reduce rents. 8. Increase financing guarantee support. 3. Make greater efforts to tap the potential of the consumer market

Promote large-scale industrial enterprises to increase their wholesale and retail business layout, wholesale enterprises to be deeply embedded in all links of industrial production, actively strengthen the docking of production and sales, optimize business networks, and provide certain rewards to enterprises with good sales performance. Retail enterprises are encouraged to upgrade consumption facilities and expand retail scenarios, and certain rewards are given to enterprises with good retail performance.

13. Promote the upgrading of catering business formats. Support catering companies to develop supporting facilities for industrial upgrading such as online marketing, central kitchens and catering distribution, encourage brand catering companies to open stores in and outside the city in the form of chain operations, and provide certain rewards to companies with good business performance.

14. Vigorously cultivate digital consumption. Support the stable development of software, Internet and other industries, and provide certain rewards to software and Internet companies with good growth potential. The Internet marketing and live broadcast e-commerce industries will be included in the Shenzhen vocational skills training subsidy catalog, and 2,000 people will be provided with e-commerce public welfare vocational skills training. All districts will be encouraged to provide rent subsidies and financial rewards to qualified high-quality live broadcast e-commerce service agencies.

15. Increase government procurement to support small and medium-sized enterprises. Implement the national policy of increasing government procurement to support small and medium-sized enterprises, and implement other public funds such as labor union funds accordingly. Expand consortium bidding and subcontracting by large enterprises. In goods and service procurement projects, if the joint agreement or subcontracting agreement stipulates that small and micro enterprises account for more than 30% of the contract value, the quotation deduction ratio will be increased from 2-3 to 4-6 , use the deducted price to participate in the review.

4. Actively promote the recovery of culture and tourism industry

18. Implement discounts on tickets for tourist attractions. Except for weekends and statutory holidays, all first-pass tickets to municipal and district state-owned A-level tourist attractions are free; other A-level tourist attractions are encouraged to implement discounts on first-pass tickets and receive certain financial subsidies.

19. Support the stable operation of cultural tourism market entities. Accelerate the recovery of the cultural tourism market and provide graded subsidies to qualified travel agencies, tourist attractions, star-rated hotels, B&Bs, performance venues, cinemas, cultural and entertainment venues and other market entities.

20. Support travel agencies in undertaking business from government agencies, enterprises and institutions.

Travel agencies are encouraged to provide services for various working youth, official and team building activities of government agencies, enterprises and institutions, and entrust travel agencies to arrange transportation, accommodation, catering, conference affairs, exhibitions and other matters, and the advance payment ratio shall not be less than 50%.

21. Support the accelerated recovery of the exhibition industry. Efforts will be made to introduce internationally renowned brand exhibitions, and a one-time reward of up to 5 million yuan will be given to newly introduced exhibitions that meet the conditions. For exhibitions actually held from June to December 2022 with an area of ??more than 30,000 square meters, venue rent subsidies will be provided. The first exhibition held in Shenzhen will be increased by 30 yuan based on the municipal subsidy standard, and other exhibitions will be increased by 20 yuan. The maximum increase for a single exhibition project 100,000 yuan. Support exhibition organizers to do their best to prevent and control the epidemic, and provide exhibition organizers with a subsidy of up to 300,000 yuan at a standard of 2 yuan per square meter for epidemic prevention expenses.

5. Make every effort to eliminate logistics congestion and reduce costs

22. Support the construction of a combined port in the Guangdong-Hong Kong-Macao Greater Bay Area. Utilize the port resources of surrounding cities in the Guangdong-Hong Kong-Macao Greater Bay Area to build a convenient customs clearance model integrated with Shenzhen Port. In 2022, 8 new combined port points will be added. Support the development of "water-to-water transshipment", and provide container port enterprises that meet the "water-to-water transshipment" indicator in 2022 with a subsidy of 5 yuan per standard box based on throughput.

23. Stable support for cross-border transportation between Shenzhen and Hong Kong. The Shenzhen-Hong Kong cross-border transport port connection station and comprehensive connection station provide free services to cross-border freight vehicles. The construction costs are shared by the municipal and district finances at a rate of 50 each, and the operating funds are guaranteed by the district finance. With reference to the June 2022 funding standards, the Shenzhen-Hong Kong cross-border waterway and railway transportation funding policy will be extended until the end of 2022.

24. Promote the accelerated recovery of the civil aviation industry. The take-off and landing fees for passenger and cargo flights operated by domestic airlines at Shenzhen Airport will be subsidized at a rate of 10%. Subsidies of 10 yuan per person for inbound and outbound passenger traffic and 100 yuan per ton for cargo and mail carried by base airlines at Shenzhen Airport will be provided. Domestic airlines operating wide-body aircraft at Shenzhen Airport will be given a subsidy of 1,000 yuan per flight.

25. Improve the radiation capacity of railway transportation. Actively encourage "road-to-rail transportation" and provide subsidies for heavy containers that start or end in Shenzhen and have a total railway transportation distance of no less than 500 kilometers. Support the construction of the Shenzhen inland port, and provide subsidy subsidies based on the railway transportation distance for goods transported between the new inland port and the Shenzhen Port in 2022.

26. Strengthen financing support for transportation and logistics enterprises. 6. Effectively strengthen social and people’s livelihood service guarantees

27. Support new citizens’ employment and entrepreneurship. Eligible new citizens will be included in the scope of entrepreneurial guaranteed loan support, and can apply for personal entrepreneurial guaranteed loans of up to 600,000 yuan and small and micro enterprise entrepreneurial guaranteed loans of up to 5 million yuan; the upper limit of the loan interest rate is LPR (loan market quotation rate) 50BP ( basis points), and enjoys an interest discount of up to 2, and the interest rate after the discount is LPR-150BP. In accordance with the provincial deployment, the unemployment insurance fund balance will be withdrawn to support vocational skills training, and the three projects of "Cantonese Cuisine Chef", "Guangdong Technician" and "Southern Guangdong Housekeeping" will be promoted with high quality to improve the employment skills of workers.

28. Increase the withdrawal amount of housing provident fund. If employees withdraw provident funds to pay rent before the end of 2022 as required, the maximum withdrawal amount for the month from July to December can be calculated based on 80% of the deposit amount payable for that month. The period of the housing provident fund deferment policy has been extended. Employers such as enterprises affected by the epidemic can apply for deferment of housing provident fund payments in accordance with regulations. The period shall not exceed 12 months and make up payments after expiration.

29. Increase subsidy support for grain planting.

Accelerate the issuance of grain planting subsidies, and go directly to the planting entities in accordance with the principle of "grain planting, subsidy, and direct subsidies to households." In 2022, more than 17 million yuan will be distributed, and 21,700 acres of grain sowing and 300 acres of soybean planting will be completed.
