In order to improve the air quality of urban environment, reduce the exhaust emissions of motor vehicles and protect people's health, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution and other laws and regulations, it is decided to implement traffic control with even and odd numbers for motor vehicles in urban areas. The relevant matters are hereby notified as follows:

First, control time

Three. Regulatory provisions

(1) During the traffic control period, motor vehicles are restricted to single and double numbers. (3) The following motor vehicles are not restricted:

2. Police cars, fire engines, ambulances, wreckers, engineering rescue vehicles, military vehicles, cash trucks, medical waste transfer vehicles, and traffic accident insurance exploration vehicles;

3. Transport vehicles for fresh fruits, vegetables and milk, special vehicles for sanitation, gardens and road maintenance, special vehicles for funeral and burial, and new energy vehicles.

(4) During traffic control, urban buses are free to ride. (5) During the control period, if there are other control requirements that are stricter than this notice, the other control requirements shall prevail.

Four. Legal Responsibility During traffic control, motor vehicle drivers should consciously abide by laws and regulations and obey the command of traffic police. The public security organs will take measures against those who violate the traffic control of road restrictions, and those who cause adverse consequences and losses will be investigated for legal responsibility according to law.
