Management rules of little angel fund

Article 1 "Little Angel Fund" is the first special public welfare fund in China that relies entirely on social forces to help leukemia children from poor families. It is an important part of "Red Cross Angel Project" initiated by China Red Cross Foundation (China Red Cross Foundation for short).

Article 2 The funding management of "Little Angel Fund" follows four basic principles: timely funding, openness and transparency, respect for donors' wishes, and manifestation of funding benefits.

Article 3 In order to strengthen and standardize the management of "Little Angel Fund", these Detailed Rules are formulated in accordance with the Regulations of the State Council on the Management of Foundations and the Measures for the Management of Special Funds of China Red Cross Foundation.

Chapter II Fund Raising

Article 4 Sources of funds

(1) Accepting donations from domestic and foreign legal persons and natural persons;

(two) the funds raised by organizing special fund-raising activities and cooperation projects;

Value-added income of the fund;

(4) Other lawful income.

Article 5 Use of funds

(a) to provide medical assistance to children with leukemia from poor families;

Support special publicity and fund-raising activities;

Funding the investigation and research of childhood leukemia;

(four) other funding related to childhood leukemia. Article 6 For all donations accepted by the Little Angel Fund, the China Red Foundation will issue special receipts for public welfare donations under the unified supervision of the Ministry of Finance, so that donors can enjoy the preferential policy of "full deduction when calculating and paying corporate income tax and personal income tax".

Article 7 Except for the purposes designated by the donors, the China Red Cross Foundation may conduct charity sale or public auction of the donated items accepted by the Little Angel Fund, and the proceeds will be incorporated into the Little Angel Fund.

Article 8 A donation of more than 6,543.8+0,000 yuan (including 6,543.8+0,000 yuan) to the Little Angel Fund may be established in the name of the Little Angel Fund at the request of the donor, and the donor has the right to jointly manage and use the fund with its designated name.

Article 9 Donors may designate donors and have the right to inquire and supervise the use of donations. The Red Cross Society of China publicizes and reports donors who have made important contributions and awards them honors.

Chapter III Fund Management

Article 10 The "Little Angel Fund" implements the Accounting System for Non-profit Organizations of the Ministry of Finance, accepts social supervision and special audit, and regularly announces the fund's collection, management and use to the public through the official website of the China Red Cross Foundation and the news media.

Article 11 According to the Regulations of the State Council on Foundation Management, 65,438+00% of the total annual funding expenditure of the Little Angel Fund is used as the project management fee of the China Red Cross Foundation.

Article 12 The China Red Cross Foundation shall set up a "Little Angel Fund Funding Evaluation Committee" composed of the staff of the implementing agency, medical experts, media people, donors and volunteer representatives, which shall be responsible for formulating the evaluation methods for the management and funding of the Little Angel Fund, supervising and guiding the funding work, scientifically designing the evaluation methods for the management and funding of the Little Angel Fund, and ensuring scientific management, transparent funding and fair evaluation.

Chapter IV Application Procedures

Article 13 The applicant

0 to 14 Children and adolescents with leukemia and poor families can apply for the Little Angel Fund as applicants.

Article 14 Eligible applicants log on to the official website designated by the China Red Cross Foundation, truthfully fill in and submit the electronic version of the Application Form for the Little Angel Fund, download and print the Application Form (in duplicate), and then apply for assistance to the Red Cross Society at or above the county level, and submit the following materials:

(a) the applicant's application for help (indicating the family's economic situation, the treatment of children and the applicant's detailed contact information);

(2) a copy of the household registration book;

(three) the family economic status certificate issued by the people's government at or above the township (town) in rural areas and the management institution at or above the city street office;

(4) The first bone marrow puncture inspection report, relevant inspection report and disease diagnosis certificate issued by a medical institution with the qualification of blood disease diagnosis and treatment.

Fifteenth Red Cross Society at or above the county level shall, after reviewing the materials submitted by the applicant, affix the official seal on the Application Form for the Little Angel Fund, one of which shall be kept for the record, and the other shall be sent to the evaluation office of the Little Angel Fund of China Red Cross Foundation.

Sixteenth China Red Cross Foundation will publish the confirmed information of children on the designated website.

Chapter V Review Procedures

Article 17 According to these Rules, the evaluation committee of the Little Angel Fund will review the application materials submitted by the local public from time to time.

Article 18 Review principle

The principle of living within our means: that is, determine the amount and amount of subsidies according to the donations received;

(2) The principle of limited funding: that is, children's families should help themselves, supplemented by the Little Angel Fund;

(3) the principle of comprehensive evaluation: that is, to comprehensively evaluate the recipients according to their family economic status and the severity of their illness;

(4) One-time grant principle: in principle, each applicant will only arrange one grant except the targeted recipients.

Article 19 The list of grants and the amount of grants determined by the review shall be published on the official website of the Red Cross Society of China, and the local Red Cross Society and the applicant shall be informed by sending a letter of support from the Little Angel Fund.

Chapter VI Financing Procedures

Twentieth in addition to the social directional donors, the target of funding is generally determined by evaluation, and the maximum amount of funding at a time is not more than 50 thousand yuan.

Article 21 In principle, all the donations raised by this Association will be used for designated donors. If the donation exceeds the actual treatment cost of the donor, the balance will be included in the Little Angel Fund to finance other applicants.

Article 22. Applicants who have received the grant must provide the China Red Cross Foundation with an invoice and a list of expenses equal to the amount of the grant for children, and the China Red Cross Foundation will directly remit the grant to the bank card account opened by the applicant or the account of the Children's Treatment Hospital. Unless otherwise requested by the recipient.

Article 23 The applicant must guarantee the authenticity of the medical bills provided, and promise that all subsidies will be used to pay the medical expenses of children.

Article 24 If a child dies in the course of treatment, the remaining funds shall be returned to the Red Cross Society of China for transfer to other applicants.

Chapter VII Supervision

Twenty-fifth "little angel fund" accepts social supervision and special audit, and regularly announces the fund raising, management and use to the public.

Twenty-sixth Red Cross Society at or above the county level shall be responsible for verifying the information received for help, and cooperate with the China Red Cross Foundation to supervise the use of funded funds, and deal with the acts in violation of these rules accordingly.

Twenty-seventh China Red Cross Foundation through the designated website and media to review all help materials and funding process, and save the corresponding written materials, ready to accept social supervision.

Chapter VII Supplementary Provisions

Twenty-eighth according to the needs of relief work, the Chinese Red Cross Society can choose a medical institution with the qualification of blood disease treatment and social responsibility as the designated hospital for the little angel fund.

Article 29 These Rules and their annexes shall come into effect after being reviewed and approved by the Evaluation Committee of the Little Angel Fund.

Article 30 The right to amend and interpret these Rules and its annexes belongs to the Grant Evaluation Committee of the Little Angel Fund.
