Notice on Launching 2022 New Energy Vehicles' Activities in the Countryside

All provinces, autonomous regions, municipalities directly under the central government and cities under separate state planning, the competent departments of industry and information technology, agriculture and rural areas (bureaus and commissions), the competent departments of commerce and energy:

In order to implement the deployment of the 2022 government work report, support the consumption of new energy vehicles, guide rural residents to travel green, promote the overall revitalization of rural areas, and help achieve the goal of carbon neutrality in peak carbon dioxide emissions, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, and the National Energy Administration decided to jointly organize a new round of new energy vehicles to the countryside. The relevant matters are hereby notified as follows:

I. Theme of the event

Green, low-carbon, intelligent and safe-to meet the needs of beautiful travel and help rural areas to revitalize in an all-round way.

Third, the organizational form.

(1) Entrusted China Automobile Industry Association to organize the implementation activities, and invited the competent departments of industry, information technology, agriculture and rural areas, commerce and energy to cooperate.

(two) in Shanxi, Jilin, Jiangsu, Zhejiang, Henan, Shandong, Hubei, Hunan, Hainan, Sichuan, Gansu and other places, choose the third-and fourth-tier cities and counties to hold a number of special exhibitions, exhibitions and corporate activities.

(3) Encourage enterprises related to the new energy automobile industry to participate in rural activities (hereinafter referred to as enterprises) to actively participate in the "Double-product Online Shopping Festival" and various online promotion activities spontaneously organized by various platforms, support enterprises to cooperate with e-commerce and Internet platforms to hold on-site or online car purchase activities, and attract more consumers to buy through online promotion.

(4) Encourage all localities to introduce more policies to support new energy vehicles going to the countryside, improve the use environment of new energy vehicles, and promote the construction of rural charging and replacing infrastructure. Encourage enterprises participating in rural activities (see Annex for the list) to develop more reliable, advanced and applicable models, intensify preferential activities and strengthen after-sales operation and maintenance service guarantee.

(five) through the relevant ministries and local government publicity platform, China Automobile Industry Association's own and joint media publicity platform, all kinds of corporate communication channels and other activities to carry out publicity and reporting.

Four. Activities require

(1) Strengthen organizational leadership. Relevant departments in all localities should strengthen departmental coordination, strengthen personnel and financial security, mobilize enterprises to actively participate in activities, and ensure the effectiveness of various activities. Resolutely implement the spirit of the eight central regulations and their implementation rules, and adhere to thrift.

(2) Do a good job in safety. Strictly abide by local epidemic prevention and control requirements, formulate epidemic prevention and control work plans, safety plans and emergency plans, and refine measures and responsibilities to people and put them in place. On the premise of doing a good job in the prevention and control of normalized epidemic situation, strengthen safety protection to prevent accidents.

(3) Pay attention to the guidance of public opinion. Make use of news media, Weibo WeChat, radio and television, short videos of new media and other channels to publicize and guide the whole process of the event, increase the publicity of popular science of new energy vehicles, and strengthen the pre-heating publicity before the event, so as to create a good public opinion environment for the promotion and application of new energy vehicles.
