Article 24 The carrier shall transport explosives for civil use in accordance with the relevant regulations of the transportation department. The Regulations on the Safety Management of Civil Explosives is a law formulated to strengthen the safety management of civil explosives, prevent explosion accidents, and ensure the safety of citizens' lives and property and public safety. 3. What problems should be paid attention to in the transportation and storage of civil explosives?

1. When transporting explosives for civilian use, the receiving unit shall apply to the public security organ at the county level where the explosives are delivered, and submit the following materials: (1) The production license for explosives for civilian use, the sales license for explosives for civilian use, the purchase license for explosives for civilian use or the import and export approval certificate provided by the enterprises, users and import and export units for civilian use respectively; (two) the variety, quantity, packaging materials and packaging methods of civil explosives; (3) Characteristics of civil explosives and emergency treatment methods in case of danger; (4) Transportation time, starting point, transportation route and stopping place.

The public security organ that accepts the application shall, within 3 days from the date of accepting the application, review the relevant materials submitted, and issue a transport license for civil explosives to those who meet the conditions. The transport license for explosives for civil use shall specify the receiving unit, the selling enterprise, the carrier, the validity period of one-time transport, the departure place, the transport route, the stopping place and the variety and quantity of explosives for civil use.

Two, the transport of explosives for civil use, should be based on the "civil explosives transport license", in accordance with the permitted variety and quantity of transport.

3. Four, civil explosives arrived at the destination, the receiving unit should be in the acceptance of the "civil explosives transport license" endorsement, and within 3 days of the "civil explosives transport license" returned to the issuing authority for verification.

Five, it is forbidden to carry explosives for civilian use by public transport or enter public places. It is forbidden to post explosives for civilian use, and it is forbidden to carry explosives for civilian use in consigned goods, luggage, parcels and mails.

Six, civil explosives should be stored in a special warehouse, and set up technical prevention facilities in accordance with state regulations.

Seven, the storage of civil explosives shall comply with the following provisions:

(1) Establish a warehousing inspection and registration system to register the storage and distribution of civil explosives, so that the accounts are clear and consistent with the facts; (2) The storage quantity of explosives for civil use shall not exceed the designed storage quantity, and explosives for civil use with conflicting nature must be stored separately. It is forbidden for irrelevant personnel to enter the reservoir area, to smoke and use fire in the reservoir area, to bring other articles that are easy to cause combustion and explosion into the reservoir area, and to stay in the reservoir area and engage in other activities. (4) Civil explosives are lost, stolen or robbed, and should be reported to the local public security organ immediately.

Eight, in the blasting operation site temporary storage of explosives for civilian use, should have the conditions for temporary storage of explosives for civilian use, and designate a person to manage and keep, and shall not store explosives for civilian use in places that do not have safe storage conditions.
