1. What rules do you need to follow when transporting explosives by road?

Article 22 When transporting explosives for civil use, the receiving unit shall indicate the name, quantity and destination of explosives for civil use on the basis of the supply and marketing contract for explosives for civil use signed and sealed by the competent department of materials, and apply to the local county and municipal public security bureau for a Transport Certificate for Explosives for Civil Use before transportation.

In accordance with the provisions of Article 19 of these regulations, if it is necessary to purchase explosives for civil use for transportation, it shall apply for a Transport Certificate for Explosives for Civil Use at the same time as applying for a Purchase Certificate for Explosives for Civil Use, and handle the transportation with the certificate. (Article 19 When factories and mines below the county level, rural grass-roots production units, scientific research, literature and art, medical and other units need explosives and equipment for civilian use, they shall report to the competent department at a higher level for examination and approval, apply to the local county and municipal public security bureau for a purchase certificate for explosives for civilian use, and purchase them at designated supply points. )

After the goods arrive at the destination, the receiving unit or the purchasing unit shall endorse the arrival of the goods on the transport certificate and return the transport certificate to the original issuing public security organ.

Short-distance transportation of civil explosive equipment in the city can be exempted from the transportation certificate of civil explosive goods, but the Municipal Public Security Bureau must be notified in advance and the provisions of Article 25 of these regulations must be strictly implemented.

Article 23 To transport explosives for civil use, the consignor shall, on the strength of the documents approved by the Ordnance Industry Department and the import and export license issued by the foreign trade department, apply to the county or municipal public security bureau of the receiving place or the exporting place for a transport license for explosives for civil use before transportation is allowed.

Article 24 The carrier shall transport explosives for civil use in accordance with the relevant regulations of the transportation department. If it is necessary to send someone to escort, the consignment unit shall send personnel familiar with the performance of the transported civil explosive equipment to be responsible for the escort.

Article 25 When transporting explosives for civil use, the following provisions must be strictly observed: (1) The carrier and the ship must meet the safety requirements of the relevant state transportation rules. (2) The goods should be packed firmly and tightly. It is not allowed to mix and use civil explosives with conflicting properties in the same carriage and cabin. Passengers and other inflammable and explosive articles are not allowed to be carried in cars and cabins with explosives. (3) Loading and unloading civil explosive devices at stations and docks far away from urban centers and densely populated areas. Stations and docks for loading and unloading civil explosive equipment shall be determined by the local public security organs in consultation with the railway and transportation departments. (four) the loading and unloading of civil explosive equipment should be carried out during the day as far as possible, and there should be a special person responsible for organizing and guiding the safe operation. Loading and unloading personnel must know the safety knowledge of loading and unloading civil explosive equipment; Those who don't know safety knowledge must be educated in advance. Warning posts should be set up at the loading and unloading site, and irrelevant personnel are prohibited from entering. (5) When transporting civil explosive equipment on the expressway, vehicles must drive at a speed limit and keep a distance between the front and rear vehicles to avoid martyrdom. When passing through densely populated towns, you must inform the local public security organs in advance and pass by the route and time designated by the public security organs. (6) When civil explosive devices are transported, they should be far away from building facilities and crowded places, and be supervised by special personnel. Smoking and using fire near civil explosive devices are strictly prohibited.

Article 26 It is forbidden for individuals to take buses, trams, trains, ships and planes with explosive devices. It is forbidden to carry explosive devices in checked baggage and mail.

2. What are the civil dangerous goods in the basic knowledge of public security?

The Regulations on the Safety Management of Civil Explosives is a law formulated to strengthen the safety management of civil explosives, prevent explosion accidents, and ensure the safety of citizens' lives and property and public safety. Implemented since September 1 2006. 20 14 was revised by the decision on amending some administrative regulations of the 54th executive meeting of the State Council on July 29th.

Article 2 These Regulations shall apply to the production, sale, purchase, import and export, transportation, blasting operation and storage of explosives for civil use, as well as the sale and purchase of ammonium nitrate.

Civil explosives as mentioned in these Regulations refer to all kinds of gunpowder, explosives and their products, detonators, fuses and other ignition and initiation equipment used for non-military purposes and included in the catalogue of civil explosives.

3. What problems should be paid attention to in the transportation and storage of civil explosives?

1. When transporting explosives for civilian use, the receiving unit shall apply to the public security organ at the county level where the explosives are delivered, and submit the following materials: (1) The production license for explosives for civilian use, the sales license for explosives for civilian use, the purchase license for explosives for civilian use or the import and export approval certificate provided by the enterprises, users and import and export units for civilian use respectively; (two) the variety, quantity, packaging materials and packaging methods of civil explosives; (3) Characteristics of civil explosives and emergency treatment methods in case of danger; (4) Transportation time, starting point, transportation route and stopping place.

The public security organ that accepts the application shall, within 3 days from the date of accepting the application, review the relevant materials submitted, and issue a transport license for civil explosives to those who meet the conditions. The transport license for explosives for civil use shall specify the receiving unit, the selling enterprise, the carrier, the validity period of one-time transport, the departure place, the transport route, the stopping place and the variety and quantity of explosives for civil use.

Two, the transport of explosives for civil use, should be based on the "civil explosives transport license", in accordance with the permitted variety and quantity of transport.

3. The following provisions shall be observed when transporting explosives for civil use by road: (1) Carrying the Transport Permit for Explosives for Civil Use; (two) the loading of explosives for civilian use conforms to the relevant national standards and norms, and passengers are not allowed in the carriage; (3) The safety technical conditions of transport vehicles shall meet the requirements of relevant national safety technical standards, and warning signs of inflammable and explosive dangerous goods that meet the national standards shall be hung or installed in accordance with regulations; (4) Vehicles transporting privately-run packaged goods shall maintain a safe speed; (five) according to the provisions of the route, parking should be guarded by a special person, and away from the building facilities and crowded places, parking in places other than the permit; (6) Loading and unloading explosives for civilian use in accordance with the safety operation rules, and setting up a warning at the loading and unloading site to prohibit irrelevant personnel from entering; (7) In case of danger, take necessary emergency measures immediately and report to the local public security organ.

Four, civil explosives arrived at the destination, the receiving unit should be in the acceptance of the "civil explosives transport license" endorsement, and within 3 days of the "civil explosives transport license" returned to the issuing authority for verification.

Five, it is forbidden to carry explosives for civilian use by public transport or enter public places. It is forbidden to post explosives for civilian use, and it is forbidden to carry explosives for civilian use in consigned goods, luggage, parcels and mails.

Six, civil explosives should be stored in a special warehouse, and set up technical prevention facilities in accordance with state regulations.

Seven, the storage of civil explosives shall comply with the following provisions:

(1) Establish a warehousing inspection and registration system to register the storage and distribution of civil explosives, so that the accounts are clear and consistent with the facts; (2) The storage quantity of explosives for civil use shall not exceed the designed storage quantity, and explosives for civil use with conflicting nature must be stored separately. It is forbidden to store other articles in the warehouse; (3) The special warehouse shall be managed and kept by special personnel. It is forbidden for irrelevant personnel to enter the reservoir area, to smoke and use fire in the reservoir area, to bring other articles that are easy to cause combustion and explosion into the reservoir area, and to stay in the reservoir area and engage in other activities. (4) Civil explosives are lost, stolen or robbed, and should be reported to the local public security organ immediately.

Eight, in the blasting operation site temporary storage of explosives for civilian use, should have the conditions for temporary storage of explosives for civilian use, and designate a person to manage and keep, and shall not store explosives for civilian use in places that do not have safe storage conditions.

Nine, deteriorated and expired explosives for civilian use, should be cleared out in time, and be destroyed. Before destruction, a register shall be made, and the implementation plan for destruction shall be put forward, and submitted to the competent department of national defense science, technology and industry of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and the local people's public security organs at the county level shall organize and supervise the destruction.
