Notice of Baoding Municipality on Further Strengthening Social Security Management during Epidemic Prevention and Control

In order to strictly implement various epidemic prevention and control measures in our city and restore normal production, life and social order as soon as possible, according to the emergency response law, infectious disease prevention law, people's police law, public security management punishment law, road traffic safety law, criminal law and other laws and regulations, and in accordance with the unified deployment of the leading group for epidemic prevention and control in our city, the relevant matters concerning further strengthening social order management during epidemic prevention and control in our city are hereby notified as follows:

1. Seal off the following areas: Jingxiu District, Lianchi District, High-tech Zone, Qingyuan District, Mancheng District and Xushui District. Implement the management measures of "regional closure, staying indoors and serving at home" for all residents in the closed control area, and organize all personnel to carry out nucleic acid testing in accordance with relevant regulations.

Two, any unit or individual shall strictly abide by the laws, regulations and provisions of the city's epidemic prevention and control, and strictly implement the relevant control measures in accordance with the requirements of differentiated epidemic prevention management.

Three, the implementation of temporary traffic control in the closed control area, motor vehicles are prohibited from driving on the road, and traffic control measures are dynamically adjusted according to the situation of epidemic prevention and control.

Four, it is strictly prohibited to implement the following acts:

During the period of closed management, the personnel in the closed control area leave the residence without authorization;

During the period of home health monitoring, people in the closed control area and the control area leave the closed control area and the control area without authorization, or engage in gathering activities;

Other personnel enter the closed control area and control area without authorization;

Violation of isolation control regulations, intentional destruction of doors and windows, door magnets and other unauthorized access;

Refusing to accept nucleic acid testing organized by epidemic prevention departments and medical institutions;

COVID-19-positive patients refused to receive isolation treatment in accordance with regulations, and close contacts and other personnel refused to carry out medical observation or health monitoring in designated places in accordance with regulations;

Persons receiving isolation treatment or medical observation meet the criteria for discharge or termination of medical observation, and refuse to discharge or terminate medical observation;

Abuse or assault medical personnel, community workers, epidemic prevention volunteers and other epidemic prevention personnel, or stir up trouble and disturb public order;

Fabricating and deliberately spreading false epidemic information, forging, altering, buying or selling or using forged or altered nucleic acid detection certificates, road pass certificates and other supporting documents;

Other acts in violation of laws and regulations or the requirements of epidemic prevention work in our city.

Five, in violation of the provisions of this notice, suspected of breaking the law, the public security organs will be punished in strict accordance with the law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Six, this notice shall come into force as of the date of promulgation.
