Can soldiers use mobile phones in the army?

Legal analysis: The army forbids soldiers to use mobile phones and other communication tools.

Legal basis: Article11of the China People's Liberation Army Internal Affairs Ordinance stipulates that soldiers are not allowed to use mobile phones, pagers and other communication tools except for work needs and with the approval of the heads of units above division (brigade).

Soldiers who are approved to hold mobile phones and pagers should turn off their mobile phones and pagers when they are in the office or participating in group activities such as meetings and training.
