Delete the other party from the blacklist, can the other party still receive the text message?

Blacklist setting of Apple mobile phone: Select a contact in the address book of Apple mobile phone, then select "Block this incoming call number" and "Block contact" to add the contact to the blacklist, and you will not receive calls, text messages or Face Time calls from blacklisted contacts.
