In order to thoroughly implement the deployment requirements of provinces and cities on epidemic prevention and control, resolutely and effectively block the virus transmission chain, and further build a strict defense line of "external defense input and internal defense rebound", the notice on strengthening the epidemic prevention and control of truck drivers is as follows:

1. Strengthen the implementation of the main responsibility. Freight enterprises should establish and improve the system of nucleic acid detection, vaccination, daily health monitoring and safety protection for truck drivers, and implement special personnel to do daily supervision and inspection. Freight enterprises involved in cross-city transportation shall report to the district highway transportation management center at least one day in advance. Disinfect vehicles, facilities and equipment before and after shipment in time to ensure that vehicles are clean and pollution-free.

2. Strengthen the whole staff's nucleic acid detection. Further refine the implementation of the whole process control of truck drivers and vehicles, manage according to key populations, and conduct nucleic acid testing every two days to timely warn the detection situation.

3. Strengthen transportation operation guarantee. When driving, truck drivers should wear masks and protective clothing as required. They should not directly contact other people unless necessary, and should not open boxes or packages without authorization to directly contact items. Connection operation is not allowed during transportation.

4. Strengthen station access management. Freight station enterprises shall strictly implement the information registration system for vehicles and personnel entering and leaving the station, and strictly implement the work of temperature measurement, coding lighting and environmental disinfection for the personnel entering the station.

5. Strengthen the closed-loop control of the whole process. All trucks from other places shall be subject to closed-loop control throughout the whole process with reference to the requirements of the Guidelines on Further Improving the Work of Shanghai's Round-trip Freight Cars. At least one day in advance, the freight demand enterprises will report the information of rural vehicles and the prevention and control office of Hangzhou Bay Comprehensive Management Office, and the local authorities will also report the information to the epidemic prevention and control traffic control team, among which freight vehicles from Shanghai must pass by pass. All inspection points should carry out temperature detection on passengers from other cities, check the nucleic acid test report, health code and travel code within 48 hours, and implement "double landing inspection". If the antigen is positive, it will be disposed of in time according to relevant regulations. In principle, transport vehicles are required to be delivered and returned immediately. According to the principle of "who uses, who manages and who is responsible", local township or destination enterprises send vehicles to checkpoints to guide vehicles to their destinations. The destination enterprise is responsible for loading and unloading, and drivers and passengers are not allowed to get off in principle. After loading and unloading, the destination enterprise guides it to the exit to return. If it is really necessary to spend the night at the destination, it shall be guided to the centralized closed management point.

6. Strengthen traffic road management. In principle, surplus trucks must enter Shangyu through highway crossings and national highways, but not through county and township highways. Local towns and streets should strengthen rural road management, realize the controlled entry of all trucks, and work together to hold the moat around Shao.

7. Strengthen transportation service guarantee. Standardize inspection work, strengthen traffic guidance, increase personnel, equipment and channels in time when the traffic volume is large, quickly check and release, and reduce congestion. Do a good job in transportation security, give priority to the inspection of vehicles that transport energy, people's livelihood security, emergency, epidemic prevention, and materials needed by key enterprises to ensure fast and convenient passage.

8. Strengthen coordination among all parties. Township streets and relevant departments and units should establish a grid management system, compact the main responsibilities of freight stations, freight enterprises and truck drivers, be responsible for the filing and audit of foreign dangerous vehicles, coordinate rural road management and control, strengthen coordination, and do a good job in information exchange and emergency response.
