How to set an incoming call reminder when the mobile phone is turned on?

Calling reminder is not supported when the mobile phone is turned on normally. For example, when handling the call secretary business, when the mobile phone is stopped, turned off or out of service, it will keep the missed call. After the communication is restored, the system will send a short message to inform the missed number within 72 hours (the missed provincial Unicom number will not be sent by the system).
