How does post office ems receive goods?

If it is determined that it is EMS, not ordinary mail, it will contact the consignee by phone and send the parcel directly to the consignee. If the consignee cannot receive the goods in person for personal reasons, it will also be handed over to the unit or individual authorized by the consignee by telephone, and will never be handed over to any unit or individual without the permission of the consignee.

Note: this is the practice of most couriers, but it does not mean that all postal employees abide by the rules.
