First, the types of restricted vehicles.

The diesel trucks mentioned in this circular are: medium and heavy trucks, medium and heavy trailers and their tractors, medium and heavy special operation vehicles, low-speed trucks, tractors and three-wheeled vehicles (all the above models include foreign license plates and gas trucks).

Second, limit control.

(1) Outer restricted area: the area surrounded by the intersection of Northwest Ring Expressway (S7 1), G34 1, S30 1 and the intersection of G34 1 to Zhonghua Road, and the road connecting line in the northern section of Zhonghua Road (Yecheng Avenue to the next stop of Northwest Ring Expressway), excluding the above roads.

(2) Forbidden zone: the area within Yecheng Avenue, Guangming Road, Zhangde Road (Wenchang Avenue to Guangming Road), Wenchang Avenue (Zhangde Road to Anhe Road) and G 107 (Anhe Road to Hu Axiang Road). Excludes some sections of Yecheng Avenue (East Wangdu roundabout to Hu Axiang Road), Hu Axiang Road (Angang Avenue to G 107), G 107 (Anhe Road to Hu Axiang Road) and Guangming Road (Zhangde Road to Changjiang Avenue).

Third, the restrictions of management regulations.

(1) All diesel trucks are prohibited from entering the restricted area 24 hours a day (except those with market access permits).

(2) Every day 14: 00 to 22: 00, diesel trucks that meet the national emission standards above 5 are allowed to enter the area between the outer restricted area and the inner restricted area, but they are not allowed to drive on the following roads in the inner restricted area: Yecheng Avenue (East Wangdu roundabout to Renmin Avenue), Guangming Road (Renmin Avenue to Changjiang Avenue), Zhangde Road (Wenchang Avenue to Guangming Road) and Wenchang Avenue.

(three) in the restricted area to transport diesel trucks with emission standards of five or above, which are used to ensure the necessities of production, life, construction and other activities, it is necessary to apply for a market access permit and drive according to the specified time and route. The entry permit shall be handled in accordance with the relevant provisions of the Office of the Municipal Environmental Pollution Prevention and Control Headquarters.

(4) When Anyang City starts the early warning of orange and above heavy pollution weather, diesel trucks (including vehicles that have entered during the allowed traffic period and vehicles that have obtained passes) will implement traffic management measures with single and even numbers, that is, those with license plate numbers ending with 1, 3, 5, 7 and 9 will drive on the road in a single day; If the tail number of the license plate is 0, 2, 4, 6, and 8, drive on the road for two days; If the last digit of the number plate is an English letter, the last digit before the letter shall prevail.

Fourth, circuitous route

According to the road network around Anyang City and the principle of "high-speed first, supplemented by peripheral national (provincial) roads", restricted vehicles can bypass the border through the following routes:

(1) Eastbound vehicles (Puyang direction) can be diverted at the intersections of G34 1 and S30 1, and choose Lin Nan Expressway Wadian Station (S22) or Northwest Ring Expressway Zhonghua Road Station (S7 1) to enter the high-speed transit.

(2) Southbound vehicles (in Hebi direction) can be diverted at the intersection of G 107 and G34 1 or Zhonghua Road and G34 1, and choose Lin Nan Expressway (S22) Anyang West Station for high-speed transit.

(3) Westbound vehicles (Shaanxi direction) can enter high-speed traffic at Anyao Road Station of Northwest Ring Expressway or Qugou Station of Lin Nan Expressway (S22).

(4) Northbound vehicles (Hebei direction) can enter the high-speed traffic at Baizhuang Station (S7 1) of Northwest Ring Expressway.

(5) Vehicles with dangerous chemicals in transit are allowed to cross the border around G 107, G34 1, S30 1 and Yecheng Avenue for 24 hours.
