Currently, my country’s local epidemic situation is characterized by multiple, widespread, and frequent outbreaks, and the prevention and control situation is severe and complex. In order to build a solid defense line against the epidemic in our region and maintain the bottom line of preventing large-scale epidemics in the long term, the announcement on further strengthening the current prevention and control of the new coronavirus pneumonia epidemic is as follows:

First, standardize the wearing of masks. People entering and exiting public places such as communities, shopping malls and supermarkets, and participating in gathering activities must wear masks as required. Teachers and students in indoor confined places such as classrooms, laboratories, libraries and participating in group activities such as exercises must wear masks in a standardized manner. All towns should strengthen supervision and reminders for people in public places, especially the "old and young", to wear masks according to regulations; people who do not wear masks according to regulations are strictly prohibited from entering public places.

The second is to effectively implement the "four cleanses". It is necessary to strengthen the investigation of people coming to Iraq from outside the city to ensure that the number, head count, location and management and control situation are clear; our district must strengthen the investigation of people in medium and high-risk areas, communicate in a timely manner, and ensure that the total number and personnel are clear. , clear location and movements; for risk personnel such as close contacts and sub-close contacts, they must be checked on the spot within 6 hours after receiving the information, control is in place within 12 hours, and the results are fed back 24 hours to achieve same-day registration, same-day flow adjustment, and same-day testing , same-day control.

The third is to manage and control risk personnel. For people coming to Iraq from cities where medium- and high-risk areas are located, control measures such as centralized quarantine and home quarantine will be implemented respectively according to the risk level; for people coming to Iraq from cities with low-risk areas outside the province and confirmed cases within the province but not designated medium- and high-risk areas personnel and strictly implement home isolation control measures. Strictly implement "point-to-point" closed-loop transfers for people coming to Iraq from counties in the medium- and high-risk areas of Guangdong Province, Shanghai City and Suzhou City, and implement centralized isolation control measures; implement home isolation control for people coming to Iraq with a history of living in Changzhou City and Xi'an City measure.

The fourth is to insist on the same defense between characters. Express delivery and logistics companies must implement personal protection measures such as employees wearing gloves, masks, work clothes, and temperature checks, as well as nucleic acid tests at specified frequencies, and standardize the disinfection of express mail and environmental disinfection. Mail from overseas and medium- and high-risk areas must be registered and disinfected. All epidemic prevention and control measures must be implemented in detail to prevent the virus from being transmitted from person to person.

The fifth is to strictly control key places. Pharmacies must continue to stop selling antipyretics and cough medicines, and medical institutions such as community clinics and individual clinics that do not have fever clinics must not admit fever patients; medical institutions and isolation places must consolidate their responsibilities for nosocomial infection prevention and control and standardize the implementation of nosocomial infection prevention and control measures. Control measures must be taken to maintain the bottom line of hospital infection prevention and control; elderly care institutions, welfare institutions, and supervision places must strictly implement closed management. Competent departments in various industries should strengthen supervision and inspection of the implementation of epidemic prevention and control measures in their own systems and units in the industry, and promote the implementation of epidemic prevention and control measures in detail.

Sixth, strictly prevent cross-infection. Consolidate the unit's main responsibility for epidemic prevention and control, and strictly implement the prescribed frequency of nucleic acid testing for 27 categories of key personnel, mainly those who are quarantined at home; all nucleic acid testing institutions and temporary nucleic acid testing sampling points must promptly adjust the original "1-meter line" to " "2-meter line", do a good job in diverting people's flow, maintaining order, and keeping a 2-meter distance between detection objects. We insist on delaying red events, doing white things briefly, and not holding banquets. Hotels and other event hosting venues must supervise event organizers to implement epidemic prevention and control measures, and are not allowed to undertake unapproved gatherings of more than 50 people. All towns, industry authorities and supervision groups must strengthen supervision and inspection of weddings and other gatherings of people and venues hosting gatherings of people such as hotels. Those who refuse to implement epidemic prevention and control measures will be banned, shut down and rectified in accordance with the law.

The eighth is to strengthen coding management.

Ninth, the bottom line of the epidemic prevention and control network is tightly knitted. Build a solid digital defense line, a checkpoint defense line, and a grassroots defense line to solidify the bottom line of the epidemic prevention and control network. Strictly implement the reporting system for people coming to Iraq. Epidemic prevention and control checkpoints must strictly check the "two codes and one ID" for people outside the city limits, so that every vehicle and person must be checked, and all necessary checks must be checked. Give full play to the role of grassroots organizations such as communities, government agencies, enterprises and institutions, and strictly implement measures such as wearing masks for entering personnel, checking location codes, and itinerary codes, so as to ensure that key personnel are checked, tested, controlled, and reported on the same day.

The tenth is to speed up vaccination. Practice has proven that vaccines are the most powerful weapon in the fight against COVID-19. All towns should increase publicity, strengthen personnel arranging, actively and steadily promote new coronavirus vaccination, especially vaccination for people aged 60 to 79 years old, and achieve full vaccination and enhanced vaccination for people without contraindications. The eleventh step is to strengthen publicity and guidance.
