Article 4 Internet information service providers shall implement the responsibility of safety management, improve the user service agreement, make it clear that the registration information of Internet information service users such as account name, avatar and profile shall not contain illegal or bad information, and equip professionals suitable for the service scale to review the registration information submitted by Internet users, and refuse to register those that contain illegal or bad information; Protect user information and citizens' personal privacy, consciously accept social supervision, and promptly handle illegal and bad information in the registered information such as account name, avatar and personal data reported by the public.

Article 5 Internet information service providers shall, in accordance with the principle of "real name in the background and voluntary in the foreground", require Internet information service users to register their accounts after passing the authentication of real identity information.
