Whoever commits one of the following acts disturbing public order, but not serious enough for criminal punishment, shall be detained for not more than five days, fined not more than 200 yuan or given a warning:

(1) Disrupting the order of state organs, public organizations, enterprises and institutions, so that work, production, business, medical treatment, teaching and scientific research can not be carried out normally, and no serious losses have been caused;

(2) disturbing the order of stations, docks, civil aviation stations, markets, shopping malls, parks, theaters, places of entertainment, sports fields, exhibition halls or other public places;

(3) disturbing the order on buses, trams, trains, ships and other public transport vehicles;

(four) gang fights, stir up trouble, insult women or engage in other rogue activities;

(5) fabricating or distorting facts, deliberately spreading rumors or disturbing social order by other means;

(six) lying about the danger and creating chaos;

(seven) refusing or obstructing state functionaries from performing their duties according to law without using violence or threats.
