No one is allowed to visit New Year, no one is allowed to organize a dinner, and no one is allowed to attend a dinner. Party organizations at all levels in the city should resolutely shoulder the major political responsibility of epidemic prevention and control, be responsible and conscientious, and strictly manage and supervise local public officials. Discipline inspection and supervision organs at all levels should strengthen supervision and accountability. In violation of the requirements of this notice, it is necessary to promptly investigate and deal with it seriously to ensure that the order is prohibited.

The notice on strengthening the "four unifications" of epidemic prevention and control has different requirements in different regions and industries, and the content is roughly the same.

According to the spirit of the superior documents and the current epidemic situation, in order to further strengthen the work of guarding the "small door", nucleic acid detection and COVID-19 vaccination, implement the "four-party responsibility", effectively guard the "external defense input, internal defense rebound" line of defense, and ensure people's health and life safety, relevant matters are hereby notified as follows:

First, public places must be inspected when they enter. Farmers' markets (vegetable markets), professional markets, shopping malls, supermarkets, hotels, guest houses, off-campus training institutions, railway stations, bus stations and other public places, as well as cinemas, bathrooms, bath centers, foot bath shops, KTV, dance halls, secret rooms, bars, chess rooms, mahjong rooms, board games rooms, recreation halls, ear-plucking shops, beauty salons and so on. Without a 48-hour negative certificate of nucleic acid test (except for students in the county), you are not allowed to take buses, taxis, online car rides and other means of transportation.

Second, the 29 key groups that should be checked for nucleic acid testing should take the initiative to carry out nucleic acid testing nearby according to the relevant frequency requirements, so as to achieve "full detection". Those who have not been detected within the time limit will be given a yellow code temporarily. Other personnel shall, according to the relevant requirements, take the initiative to carry out nucleic acid testing nearby, so as to be "willing to do all the testing".

Three, COVID-19 vaccine "overwhelmed". Citizens who meet the requirements but have not completed the whole vaccination and supplementary immunization should complete the whole vaccination and supplementary immunization of COVID-19 vaccine as soon as possible, especially the elderly over 60 years old who take the initiative to vaccinate COVID-19 vaccine, so as to "catch up" and build a national immune barrier. Vaccines inoculated with site code will be classified and colored, those that are not inoculated will be colored in red, those with 1 dose will be colored in yellow, and those with more than 2 doses will be colored in green. Public transportation, supermarkets, farmers' markets, banks and other key places should strengthen the inspection, inquiry and registration of place codes, and guide the personnel whose vaccination fonts are displayed in red or yellow to complete the whole vaccination as soon as possible.

Fourth, local units strictly control. All public places, indoor enclosed places, organs, enterprises and institutions should conscientiously fulfill the main responsibility of epidemic prevention and control, and once they are found not to be implemented, they will be seriously investigated for relevant responsibilities.

Article 30

When disease prevention and control institutions, medical institutions, blood collection and blood supply institutions and their personnel performing their duties discover the epidemic situation of infectious diseases stipulated in this Law or the outbreak and epidemic of other infectious diseases with unknown reasons, they shall follow the principle of territorial management of epidemic situation reporting and report according to the contents, procedures, methods and time limits stipulated by the health administrative department of the State Council or the State Council. When military medical institutions provide medical services to the public, they shall report the epidemic situation of infectious diseases specified in the preceding paragraph in accordance with the provisions of the administrative department of health of the State Council.

Any unit or individual shall report to the nearby disease prevention and control institutions or medical institutions in a timely manner when discovering patients with infectious diseases or suspected patients with infectious diseases.
