People's governments at all levels and their affiliated departments should do a good job in petition work, handle letters carefully, receive visitors, listen to the opinions, suggestions and demands of the people, accept supervision from the people, and strive to serve the people .
People's governments at all levels and their affiliated work departments shall open channels for petitioners and provide convenience for petitioners to report situations and make suggestions, opinions or complaints in the forms specified in these regulations. Article 3 The municipal and county (city, district) petition work agencies are the administrative agencies responsible for petition work of the people's governments at the same level. Municipal and county (city, district) public security organs are responsible for maintaining the order of petitions and handling behavior that disrupts public order and impedes national and public security in accordance with the law. Article 4: Letter-writers and visitors shall abide by laws and regulations during the process of letters and visits, shall not harm the interests of the state, society, collectives and the legitimate rights and interests of other citizens, and shall consciously maintain social public order and the order of letters and calls. Article 5 If a petitioner commits any of the following acts during the petitioning process, and if dissuasion, criticism, and education are ineffective, the public security organ shall prosecute him in accordance with the "Public Security Administration Punishment Law of the People's Republic of China" and the "Public Security Administration Punishment Law of the People's Republic of China" and the " The provisions of the Law on Assemblies, Processions and Demonstrations deal with:

(9) Inciting, colluding, coercing, inducing with money, manipulating others' petitions behind the scenes, or taking the opportunity to make money in the name of petitions;
(10) Visiting places other than the reception area for letters and calls, or visiting multiple people without selecting representatives in accordance with regulations, causing the work of state agencies to be unable to proceed normally without causing serious losses;
(10) 1) Other behaviors that disrupt public order, impede national and public security, and infringe on the legitimate rights and interests of others.
If the petitioner commits any of the acts listed in the preceding paragraph and constitutes a crime, he shall be held criminally responsible in accordance with the law. Article 6 If petitioners illegally gather around the offices of state agencies or in public places, besiege or attack state agencies, intercept official vehicles, or block or block traffic, the agencies responsible for petitions and public security organs shall directly receive the report. Arrive at the scene within 30 minutes after notification; other relevant administrative agencies should arrive at the scene in time. The petition work agency is responsible for educating and guiding the people at the scene to prevent the intensification of conflicts; the public security organs are responsible for maintaining order on the scene, controlling the development of the situation, and handling illegal activities in accordance with legal procedures. Article 7 Municipal and county (city, district) petition work agencies, public security organs and other relevant administrative agencies shall perform their statutory duties in accordance with the law, handle petition matters promptly and properly, and shall not shirk, perfunctory or delay. Article 8 If, in the process of accepting and handling letters and calls, agencies responsible for letters and calls, public security organs and other relevant administrative agencies violate the provisions of the "Regulations on Letters and Calls" of the State Council, fail to perform their duties in accordance with the law or engage in other acts of dereliction of duty and dereliction of duty, resulting in serious consequences, they shall be directly responsible. The person in charge and other directly responsible personnel will be given administrative sanctions in accordance with the law, and the administrative head will be held accountable in accordance with the provisions of the "Zhengzhou Municipal People's Government Accountability Measures for Chief Executives (Trial)"; if a crime is constituted, criminal responsibility will be pursued in accordance with the law.
Article 9: These regulations will come into effect on October 1, 2007.
