12123 The steps to bind a non-owner’s motor vehicle include opening the APP, selecting the filing method, entering vehicle information, performing physical authentication and waiting for the review results.

1. Open the Traffic Control 12123 APP, click Business Center → Register Non-Personal Motor Vehicles, and enter the business process of registering non-owner motor vehicles.

2. Users can choose two ways to register: scan QR code to register or SMS verification to register.

3. For scan-code registration, the vehicle owner user logs into the APP to generate the QR code of the motor vehicle to be registered, and the registration user uses the APP to scan the code for registration.

4. For SMS verification and registration, the user needs to enter the license plate type, license plate number, last six digits of the engine number and other information of the non-own motor vehicle that needs to be registered, and the system will send a SMS verification code to the vehicle owner. Mobile phone number, the applicant enters the SMS verification code received by the car owner.

5. After the user scans the code or enters the SMS verification code and passes it, real-person authentication is performed to ensure the true identity of the registered user.

6. After passing the real person certification, the filing application will be submitted successfully.

7. The staff of the Online Office Center will review and confirm the filing information within one working day.

8. After passing the review, the system will send the review results to the registered user and car owner via SMS or APP message.
