What is the crime of sending 100 fraudulent short messages?

Generally speaking, the perpetrator's sending fraudulent information will not constitute fraud. However, if the perpetrator makes more than 500 fraudulent phone calls or sends more than 5000 fraudulent messages, his behavior constitutes a crime. The court will convict and sentence the perpetrator of attempted fraud, and give him a lighter or mitigated punishment within the scope of fixed-term imprisonment of not more than three years, criminal detention or public surveillance, and concurrently or exclusively impose a fine.
