If you want to learn website construction, do you want to use phpstudy or XAMPP? Can it be used under win8?
I used to hang PHP study on XP for more than 2 years. All phpstudy(32bit or 64bit) hanging on Win7 can be used in the future. This is a good test, with small resources and sufficient functions.
Now I use xampp on mac os. In fact, if you are just starting to learn, I suggest using phpstudy, because there are few resources and it is very convenient to use. WIN7 is fine, and WIN8 should be fine.
